Analyzing the current status of ‘multicultural understanding education’ in the 2nd Basic Plan for Multicultural Family Policy (2013-2017), school educational programs, civic groups’ activities, and Germany’s global citizenship education for adolescents, this study aims to present a direction to address challenges for indigenous people’s children who would be the ‘majority’ in the future. The findings of this study showed that multicultural understanding education in High School A in Seoul was just about teaching other various cultures, rather than about anti-bias, anti-racism or the value of cultural diversity. NGO’s program ‘Let’s reach out over the doorstep’ was different from other ordinary ‘multicultural understanding education’ as it provided an opportunity that allowed students to communicate with immigrants in various ways, experience a variety of cultures, and voluntarily participate on their own. Germany’s education program targeting adolescents creates school culture without discrimination against one another by having them experience different cultures and educates them about diversity with basic topics such as homosexuality, far-right extremism, Islamism, refugees, xenophobia, anti-gypsyism, sex and so on. As seen in the case of Germany, the direction to take going forward should be to provide diversity education, which ensures the experience of diverse cultures and no discrimination against each other, with their basic topics including various members of modern society.

본 연구는 제 2차 다문화정책기본계획(2013-2017)의 ‘다문화이해교육’ 추진현황과 학교 교육프로그램과 기타 시민단체의 활동분석, 독일의 청소년 세계시민교육을 통해 향후 ‘다수’인 선주민 자녀세대를 위한 과제의 방향 을 제시하고자 한다. 연구 결과, 서울시 A 고등학교의 다문화 이해교육은 반편견, 반인종, 문화다양성의 가치보다는 다양한 나라의 문화를 알아가는 교육에 불과했다. NGO ‘문턱을 넘어라’프로그램은 학생들이 다양한 방식 으로 이주민과 소통할 수 있고 다양한 문화를 경험하는 기회를 갖게 되며, 학생 스스로 주체적으로 참여한다는 점이 일방적인 ‘다문화이해교육’과 다른 성격으로 나타났다. 독일의 청소년 대상 교육 프로그램은 다양한 문화 를 접함으로써 서로가 서로를 차별하지 않는 학교문화를 만들어가고, 동성 애, 극우주의, 이슬람주의, 난민, 제노포비아, 반집시주의, 성 등을 기본주제 로 다양성 교육을 실시하고 있다. 독일의 사례에서 알 수 있듯이 다양한 문 화를 접함으로써 서로가 서로를 차별하지 않는 현대사회 다양한 구성원들을 기본주제로 다양성 교육을 실시하는 방향으로 나아가야 할 것이다.
