The aim of this work is to explore the factors affecting the perception of the importance of information security. To do this, we propose a silence climate in terms of information security as antecedents. Environmental factors such as organizational climate or culture play a useful role in encouraging desired behavior. According to information security practitioners, it is more useful to create a disciplined environment or culture that can systematically strength information security than a surveillance system. We will also investigate how punishment plays a mediating role between silence climate and awareness of information security. The results show that (a) The attitude toward information security of the top management and managers have a significant effect on the awareness of the importance of information security. On the other hand, communication opportunity does not significantly affect the awareness of the importance of information security. (b) The managers’ attitude toward security and communication opportunity have a significant effect on the possibility of punishment. On the other hand, the attitude of top management to security does not significantly influence on the possibility of punishment. (c) The attitude of top management about security, the attitude of manager about security, and the communication opportunity all have a significant impact on the severity of punishment. However, the top management 's attitude toward security appears in the opposite direction of the proposed hypothesis in this study. (d) The possibility and severity of punishment are found to have a significant influence on the perception of information security importance. The conclusions and implications are dicussed the last section.

본 연구는 정보보안의 중요성에 대한 인지에 영향을 미치는 요인을 탐색하고자 한다. 이를 위한 선행변수로 정보보안에 관한 침묵 분위기를 제안하고자 한다. 분위기와 같은 환경적 요인은 필요한 행동을 독려하는데 유용한 역할을 한다. 정보보안 현장 실무자들에 따르면 정보보안을 활성화할 수 있는 보편적 환경 혹은 문화를 형성하는 것이 감시체계보다 더 유용하다고 주장했다. 또한, 처벌이 침묵 분위기와 정보보안 중요성 인식 사이에서 매개역할을 하는지 탐색해보고자 한다. 실증 분석 결과, 첫째, 보안에 대한 최고경영진의 태도와 관리자의 태도는 정보보안 중요성 인식에 유의한 영향을 미치는 것으로 나타났다. 반면에 의사소통 기회는 정보보안 중요성 인식에 유의한 영향을 미치지 못하는 것으로 나타났다. 둘째, 보안에 대한 관리자의 태도와 의사소통 기회는 처벌 가능성에 유의한 영향을 미치는 것으로 나타났다. 반면에 보안에 대한 최고경영진의 태도는 처벌 가능성에 유의한 영향을 미치지 못하는 것으로 나타났다. 셋째, 보안에 대한 최고경영진의 태도, 보안에 대한 관리자의 태도, 의사소통 기회는 모두 처벌의 심각성에 유의한 영향을 미치는 것으로 나타났다. 하지만 보안에 대한 최고경영진의 태도는 제안한 가설과 반대의 결과로 나타났다. 마지막으로 처벌의 가능성과 처벌의 심각성은 정보보안 중요성 인식에 유의한 영향을 미치는 것으로 나타났다.
