Changes in the economic structure of the 4th Industrial Revolution have caused structural unemployment and job shortages in many countries. In order to solve the shortage of jobs due to changes in the industrial structure, the Korean government also actively supports the start-up of the general public by government agencies and local governments. This study is an empirical study that examines the effects of government start-up support programs on entrepreneurship, corporate capabilities and firm performance. The start-up support programs are divided into entrepreneurship support, entrepreneurial financial support, and entrepreneur mentoring support program. In this research, the authors hypothesized these 3 support programs have effect on entrepreneurship to start-up. In addition, we hypothesized the entrepreneurship influences the R&D capability, operation capability, and marketing capability of start - up companies and hypothesized that these 3 capabilities of these start - up companies will lead to positive firm performance. In this study, the authors surveyed the start-up companies located in Daegu and Gyeongbuk province are currently receiving help from business start-up companies, and tenant companies of business Incubation(BI) centers, senior technology start-up centers, and techno-parks. The questionnaire was conducted on 190 entrepreneurs who has been in the business at present. Empirical results show that all hypotheses are supported except for the relationship between mentoring support and entrepreneurship(hypothesis 3) and the relationship between operation capability and firm performance(hypothesis 8). The results of this study are as follows. First of all, the study revealed that the various government start-up support programs affected the entrepreneurship and the detailed capabilities of the start-up which have effect on the firm performance It is likely that the direction of the start-up support programs and the support policy of the start-up can be significant.

4차 산업혁명의 진행에 따른 경제구조의 변화는 많은 국가에서 구조적인 실업과 일자리 부족현상을 일으키고 있다. 이에 우리 정부에서도 산업구조 변화에 따른 일자리 부족 문제를 해결하기 위해 정부기관과 지자체들로 하여금 일반인들의 창업을 적극지원하고 있다. 본 연구는 창업지원사업이 창업가 정신과 창업기업의 역량 그리고 창업성과에 미치는 영향에 대해 규명하는 실증연구로 창업지원사업은 크게 창업교육지원, 창업재정지원, 창업멘토링 지원으로 나누고 이러한 지원사업들이 창업가정신에 영향을 미칠 것이라 가설을 세웠다. 또한 창업가정신은 창업기업의 연구개발역량, 생산역량, 마케팅역량에 영향을 미치고 이러한 창업기업의 역량이 창업기업의 성과로 이어질 것이라 가설을 세웠다. 본 연구에서는 대구·경북지역에 위치하고 있는 창업기업들 중 창업선도대학사업, 창업보육센터(BI), 중장년기술창업센터, 테크노파크 등의 입주기업 또는 정부의 창업지원사업의 도움을 현재 받고 있거나 과거에 받았던 적이 있는 190개 창업기업들을 대상으로 설문을 진행하였다. 실증분석결과 창업멘토링지원과 창업가정신(가설3)의 관계와 생산역량과 창업성과의 관계(가설8)을 제외한 모든 가설은 지지되는 것으로 나타났다. 본 연구의 시사점은 정부의 다양한 창업지원사업 중 창업가정신에 영향을 미치는 요인들을 규명하였다는 점과, 창업기업의 성과에 영향을 미치는 창업기업의 세부역량을 규명하였다는 점으로 연구의 결과는 정부의 창업지원사업의 방향성과 지원정책에 큰 시사점을 줄 수 있을 것으로 보인다.
