Business incubator gives aids to the growth of startups in various ways, such as material support, R&D support, management and administration support, network support and educational support. Recently, in spite of quantitative increase of the incubators, there are criticism that qualitative aspects have been subordinated. Most of the support policies and previous studies for the business incubators have focused on the centralized administrative point of view based on the concept of exogenous development. The Korean Ministry of SMEs and Startups is now on the way to upgrading the support policies for the business incubators, extracting the inefficient business incubators with an idea of intensifying the incubator’s intrinsic function which is to support the startups in the stage of death valley. However, as far as the upgrading policies are also designed in the passing-over of the regional population and resources with the exogenous development concept, it is difficult to expect the desirable results of policy effectiveness. We assert that the regional characters have to be incorporated into the upgrading policies with the concept of neo-endogenous development for making substantial progress. Specifically, through the investigation of current main services for the business incubators and survey results from the stakeholders in the incubators of Korea, we suggest the recommendations for the improved services considering regional differences between capital territory and non-capital territory.

창업보육센터는 물리적 지원, 기술개발지원, 경영 및 행정지원, 네트워크 지원, 교육지원 등 다양한 지원서비스를 제공하여 스타트업의 성장을 지원한다. 그런데 최근 국내에서는 창업보육센터의 양적 성장에도 불구하고 질적 성장은 미진하다는 비판이 많이 등장하고 있다. 기존 정책과 선행연구들은 중앙 집중적이며 일률적인 외생적 발전 개념에 근거한 지원서비스가 주를 이루고 있다. 중소벤처기업부는 부실 창업보육센터를 퇴출하고, 죽음의 계곡 극복에 초점이 맞춰진 보육기능을 확대하려는 노력을 기울이고 있다. 하지만 이러한 노력들도 상당부분 지역별 보유자원 및 인구특성을 배제한 일률적인 외생적 발전 전략에 의존하고 있으므로 실질적 정책효과 제고를 위해서는 지역적 특성을 감안한 신 내생적 발전전략 기반의 창업보육센터 육성 정책이 필요하다. 본 연구는 선행연구를 토대로 현재 창업보육센터에서 제공되는 주요 서비스를 조사하였으며 더불어 창업보육센터의 이해관계자를 대상으로 수집된 의견에 기반 하여 수도권과 비수도권의 지역적 특성을 반영한 창업보육센터의 서비스 방향을 제시하였다.
