The purpose of this study is to develop a policy model of Regional Innovation System(RIS) to develop the regions of North Korean by using Inter-Korean Economic Cooperation program. This study provides a theoretical frame of RIS model to analyze the innovation capability of North Korean regions. This paper conducted a suitability assessment of the North Korean RIS policy model based on the usefulness of the innovative cluster policy for in the East German region. The analyses provides that the innovation capabilities of North Korean regions are very low. However, the North Korean regions have a potential of innovation capabilities. This study provides the RIS policy model for North Korea based on the RIS theoretical frame. This RIS policy model consists of innovation players, innovation environment, industry-academia interaction, external resources. The specialization of regional industry is the key to improve the innovation capabilities of innovation players. The establishment of regional innovation center is most important to build the North Korean RIS. This regional innovation center plays the multiplicative roles by facilitating an industry-academia interaction, providing firm-supportive programs, planning innovation policies, employing the external resources.

본 연구의 목적은 향후 남북 경협의 활성화와 경제통합을 고려하여 지속 가능한 북한 지역산업육성 정책 모델을 도출하는 것이다. 이를 위해 지역의 내생적 성장과 관련되어 논의되어 온 지역혁신체제(RIS)와 이에 기반 한 지역산업정책의 유용성을 평가하고 RIS 구성 및 효율적 작동을 위한 핵심 요인을 분석하였다. 혁신주체, 혁신환경, 상호작용, 외부자원을 핵심요인으로 하여 북한의 혁신역량을 분석하였다. 이 결과 북한의 혁신기반이 4가지 분야 모두에서 취약한 것으로 드러났으나 과거 통독이후 과학기술 기반이 붕괴된 동독지역에 비해 상대적으로 양호한 수준으로 볼 수 있으며 대외환경 변화시 잠재역량이 클 것으로 평가되었다. 독일 연방정부의 동독지역 대상 정책과 국내 지역정책 사례 등의 시사점에 기초하여 북한 지역의 내생적 성장을 유발할 수 있는 북한의 지역혁신체제 정책 모형을 도출하였다. 북한 지역혁신체제 구축을 위해서는 우선 지역별 특화산업을 선정하고 산학연간 상호작용을 촉진시켜 혁신주체의 혁신역량을 함양시키는 것이 중요하다. 이 과정 에서 지역혁신센터(가칭)가 핵심적 기능을 하며 외부자원의 활용은 필수다.
