The purpose of this article is to analyse the problems on volunteering of older Koreans and to suggest policy considerations for activating volunteering system of Korean older adults. It is suggested that problems of current volunteering system are low level of professionalism and diversity of volunteer activities, few connections with other areas such as leisure and economic activities, restricted recruitment of older volunteers, few research and survey of current situation on elderly volunteering, unmet reward and recognition system, and lacking in adequate evaluation for elderly volunteering projects which financially supported by government. For activating the volunteering system, three main policy considerations are suggested; ① strengthening and spreading social awareness of elderly volunteering, ② upgrading the quality of volunteering, and ③expanding elderly volunteers and volunteer activities.

본고의 목적은 한국노인자원봉사의 문제점들을 분석하고 이를 토대로 활성화를 위한 정책적 방안을 모색하고자 하는 것이다. 문제점으로는 봉사활동의 전문성과 다양성 미흡, 여가 및 경제활동과의 연 계성 부족, 제한된 노인자원봉사자 참여대상, 노인자원봉사활동 실태조사 미흡, 봉사시간 인증 및 보 상체계 미흡, 그리고 노인자원봉사 지원사업에 대한 평가체계 미흡 등을 제시하였다. 노인자원봉사활 동의 양적 성장과 질적 향상을 노인자원봉사 활성화의 궁극적인 목표로 상정하고 이를 위한 정책적 방안으로는 ① 사회적 인식 강화 및 확산, ② 질적 고도화, ③ 참여자 및 참여영역의 확대 등 세 가 지 영역으로 모색하였으며, 이에 따른 세부 정책과제들을 제안하였다.
