Japanese police are divided into national police and autonomous police. The National Police in Japan is managing the 7,800 national police officers. Japanese national police are divided into seven regions throughout Japan. There are 47 metropolitan prefectures in the metropolitan municipalities, and the prefectural police committee will have 300,000 local autonomous police officers. Governor of the metropolitan city is not involved in the police and is managed through the prefectural police headquarters. The state police dispatches four people including the police chief, the security chief, the investigation chief, and the criminal director. The rest is composed of autonomous police. Therefore, it can be said that Japanese police are more like autonomous police system than national police system. Japanese police are recruiting 15 people every year through senior executive examinations and 15 people through mid-term executive examinations. All the rest are recruited only by the cops. Nevertheless, the Japanese national police are controlling the self - governing police by appointment of personnel, budget, and order. It is suggested that the Korean police, which is ahead of the implementation of the self - governing police system, suggests how to solve the budget problem, which is one of the big problems in implementing the self - governing police.

일본의 경우 경찰은 분명 국가경찰과 자치경찰로 나눠져 있다. 일본의 국가경찰은 국가공안위원회가 국가경찰 7,800여명을 관리하고 있다. 일본 국가경찰은 일본 전역을 7개 관구로 나누어 관리하고 있다. 광역자치단체인 도도부현은 47개인데 도도부현경찰위원회가 30만명의 지방자치경찰을 통할한다. 광역시도지사는 경찰 에 관여하지 못하며 도도부현 경찰본부를 통해 관리하는데 국가경찰에서는 경무 부장, 경비부장, 수사부장, 형사부장 등 4명을 내려 보내 관리하고 있다. 나머지 모 두는 순경부터 출발한 자치경찰들로 구성되어 있다. 따라서 일본의 경찰은 국가경 찰제라기보다는 자치경찰제에 가깝다고 볼 수 있다. 일본에서 경찰모집 시 연간 고시출신 15명(경위급)과 7급 국가공무원에서 역시 15명을 경사급으로 모집하고 있다. 나머지는 모두 순경으로만 모집하고 있다. 그럼에도 불구하고 일본 국가경찰은 인사, 예산, 훈령제정 등으로 자치경찰에 대한 통제를 실시하고 있다. 자치경찰제도의 시행을 앞두고 있는 우리나라 경찰이 자치경찰을 시행 하는 데에 큰 과제 중에 하나인 예산문제를 어떻게 해결 방안을 제시하는데 시사 하는 바가 크다 할 수 있다.

    우리나라에는 전국 대학에 경찰행정학과가 130여개나 된다. 전국 경찰관의 숫자도 10만 3000여명이 넘어서고 있으나 아직까지 경찰관들의 순직과 공상문제를 심층연구하는 학회가 존재하지 않고 있다. 매년 경찰공상자의 수사 1500여명을 넘어서고 있으나 이에 대한 제도적 논의조차도 나오지 못하고 있는 실정이라 이에 대한 본격적인 학문 연구가 시급한 실정이므로 이에 관련 분야들을 집중적으로 연구하여 경찰행정 분야의 학문발전에 더 한층 기여하는데 본 학회의 설립목적을 두고 있다.
