The concept of police is hard to define as a whole because it has historical, cultural and social characteristics and has developed with unique characteristics of each country. The concept of police can be divided into the concept of continental law, and the concept of the police system, based on the concept of the British and American law states. In addition, each country operates its own police system by applying the national police system, autonomous police system and mixed-agency system to the concept of the continental law police and the Anglo-American law police. If you look at Korean police books and data on police systems in each country, you can see that they are mainly introduced only to continental countries such as Germany, France, the U.S., Britain, China, and Japan. Therefore, it is necessary to document the police system in countries that are not well introduced. In this study, I would like to take a look at the unique Singaporean police system. Singapore began its independence in 1965 from the colonial period of Great Britain (1819-1942) and the era of the Republic of Singapore began with a short history of the country, maintaining the strongest law enforcement in the world, and adhering to the law. In this study, it will be necessary to improve understanding of the police system through a review of Singapore police and to find out what the nation's police system will do.

경찰이라는 개념은 역사성, 문화성, 사회성을 가지고 있어 국가마다 고유의 특 성을 가지고 발달되었기 때문에 일률적으로 정의를 내리기 힘들다. 경찰개념은 크 게 대륙법계 국가의 개념, 영ㆍ미법계 국가의 개념으로 나눌 수 있는데, 대륙법계 국가의 경찰개념은 고대 도시국가시대로부터 형성되어 경찰국가시대, 법치국가시 대를 거치면서 일반통치권에 경찰권의 기초를 두고 경찰권 발동범위를 축소ㆍ제 한하는 과정을 거쳐 오늘날에 이르게 되었으며, 영미법계 경찰개념은 경찰활동의 기초를 자치권에 두고 경찰의 기능ㆍ역할을 중심으로 시민과는 상호협력 및 동반 자의 관계를 전제로 적극적인 공공서비스제공의 개념으로 발전되어 오늘날에 이 르렀다. 또한 각국은 대륙법계 경찰개념, 영미법계 경찰개념에 국가경찰제도, 자치 경찰제도, 국가경찰ㆍ자치경찰 혼합형제도를 자체 실정에 맞도록 적용하여 독자적 인 경찰제도를 운영하고 있다. 우리나라 경찰학관련 서적이나 각국의 경찰제도의 자료를 살펴보면 주로 독일, 프랑스, 미국, 영국, 중국, 일본 등 대륙법계 국가, 영 미법계 국가, 우리나라와 인근국가에 대해서만 소개가 되어 있는 것을 볼 수 있다. 이에 소개가 잘 되어있지 않은 국가들의 경찰제도를 살펴봄으로서 자료화할 필요 가 있다고 할 것이다. 싱가포르는 영국의 식민지시대(1819～1942)를 거쳐 1965년 독립하여 싱가포 르 공화국 시대가 시작되었는데 국가의 역사가 짧은 관계로 경찰의 역사도 짧지만 전세계에서 가장 강력한 법집행을 하고 있으며, 국민들의 법집행에 대한 순응도도 높아 전세계에서 가장 안전한 치안환경을 유지하고 있다. 이에 본 연구에서는 싱 가포르 경찰에 대한 고찰을 통하여 경찰제도에 대한 이해도를 높이고 우리나라 경 찰제도 발전의 시사점을 찾아 보는 것도 필요하다고 할 것이다.
