The purpose of this study is to critically examine the recent efforts of the Korean police in order to strengthen their R&D capabilities, and to suggest ways to develop desirable Policing Science and Technology R&D. To this end, the development process of Policing Science and Technology R&D policy reviewed, and the main contents of the Policing Science and Technology R&D project under the Police Agency have been examined. In this process, the main features and problems of the Policing Science and Technology R&D project are reviewed and suggestions for improvement are suggested. The problems that Korea 's Policing Science and Technology R&D policy shows are that the proportion of Policing Science and Technology R&D that can be applied in the field is low, the research period is shorter than that of existing R&D, and it is difficult to confirm the outcome of proliferation. Based on these problems, this study proposed a policy proposal for the development of Policing Science and Technology R&D policy. First, it is necessary to find in public participation R&D projects and to Expand investment. Second, to establish communication channels and incentives to promote R&D projects. Third, to unify the system of Policing Science and Technology R&D. Finally, Improvements to diffuse of R&D Performance (such as education and training, legislation, and market development) are urgently needed.

이 연구는 우리나라 경찰이 최근 집중하고 있는 연구개발 역량 강화 노력에 대해 비판적으로 살펴보고, 치안과학기술정책의 발전방안을 제시를 목적으로 한다. 이를 위해 국가과학기술정책의 최근 동향을 살펴보고, 2019년 현재 추진되고 있고 경찰청 소관 연구개발사업의 주요 내용을 살펴보았다. 이 과정에서 사회문제해결형 R&D와 지역사회 경찰활동 패러다임의 관점에 입각하여 치안분야 연구개발사업의 주요 특징과 문제점을 검토하고, 이를 해결하기 위한 개선방안을 제안하였다. 구체적으로, 우리나라 치안과학기술정책에서 나타난 문제점으로는 현장에서 활용할 수 있는 개발연구의 비중이 낮고, 기존 연구개발에 비해 연구기간이 짧으며, 성과확산의 결과를 확인하기 어렵다는 점 등이 제시되었다. 이러한 문제 극복을 위한 정책적 대안으로 ① 국민참여 연구개발과제의 발굴과 투자확대, ② 연구개발과제 추진을 위한 국민소통 창구마련과 인센티브 활성화, ③ 치안분야 연구개발 추진체계의 일원화, ④ 연구개발 성과확산을 위한 제도개선(교육훈련, 법제마련, 시장개척 등)을 제안한다.
