This paper was aimed at identifying what Seoulites perceived as a ‘Sharing Economy’ and clarifying the conceptual level of a shared economy. According to the analysis, the most important element of the sharing economy that Seoulites recognize is participation of suppliers and lenders. In other words, if the concept of Collaborative Consumption explains the process of activities focusing on the consumption of users, the concept of a Sharing Economy recognized by Seoulites is more important in the participation of suppliers and borrowers of resources. Second, Seoulites recognized participation of government and regulators as a very important element of the concept of a shared economy. In the interview process, Seoul citizens recognized the range of shared economy as a boundary between the public and private interest and suggested that the resource management of the government rather than the users' will to be activated and realized. Third, Seoulites cite the creation of a value called ‘community trust’ as the third important element of the concept of a shared economy. Fourth, Seoulites rated ‘resource sharing’ as a top priority among resource sharing activities in the process of establishing a shared economy. But in fact, participants in shared companies and public projects argued that the values pursued by a shared economy utilize idle resources of individuals to solve social problems and achieve economic benefits and community recovery are not all. Fifth, Seoulites considered the preventing social problems including environmental problems important in establishing a shared economy concept. During the interview, Seoulites were aware that environmental issues such as fine dust, earthquakes, and heat waves were affecting their daily lives and were aware that various social problems could arise in uncertain environments. In response, he expressed his willingness to participate in a shared project in Seoul if the Sharing Economy can reduce the impact on the uncertain environment and complex social issues.

본 연구는 서울시민들이 인식하고 있는 공유경제의 개념요소를 확인하고, 우선수준을 분별하여 명확화하는 데 목적이 있다. 분석결과, 첫째 서울시민들이 인식하고 있는 공유경제의 가장 중요요소는 “공급자·대여자들의 참여”로 나타났다. 협력적 소비의 개념이 이용자들의 소비에 중점을 두고 있다면 서울시민들이 인식하는 공유경제의 개념은 공급자와 자원을 대여하는 자들의 참여에 더 중요한 초점을 맞추고 있다. 둘째, 서울시민들은 공유경제 개념정립의 중요요소에서 ‘정부 및 조정자들의 참여’를 매우 중요한 요소로 인식하고 있었다. 한국형 공유사업이 활성화되고 실현되기 위해서는 이용자들의 자율의지보다는 정부와 같은 조정자의 자원관리가 이루어져야 함을 제시했다. 셋째, 서울시민들은 공유경제 개념정립의 세 번째 중요요소로 ‘공동체 신뢰형성’이라는 가치창출을 언급하고 있다. 넷째, 서울시민들은 공유경제 개념정립 과정에서 ‘자원나눔’을 자원공유 활동 중에 가장 우선 요소로 평가하지만 공유기업, 공유사업 참여자들은 경제적 이익과 공동체 회복을 달성하기 위한 수단으로 일부 ‘나눔’이라는 메커니즘을 활용하고 있다. 다섯째로, 서울시민들은 공유경제 개념정립에 있어 ‘환경문제 등을 포함한 사회문제 예방’이라는 요소를 중요하게 생각하고 있었다. 특히 서울시민들은 미세먼지 문제, 지진, 폭염 등과 같은 환경문제들이 실생활에서도 영향을 주고 있음을 인지하고 있었으며, 불확실한 환경에서 다양한 사회문제들이 발생할 수 있음을 인지하고 있었다.
