The UK has traditionally played an ambivalent role in European security and defence policy-making. With Brexit, the EU might lose one of its two serious military players. The Brexit also raises questions about the future relationship between the US and the United Kingdom. Over the short-to medium term Brexit will make the UK less valuable as a diplomatic and economic partner to the US. The EU is unlikely to afford the UK a strong role in the formulation of its security policy. In the face of US President Trump’s ambivalence towards NATO, some authors have suggested Brexit will not negatively impact either the UK’s ability to continue to work with its European security partners. The Franco-British relationship is often mentioned as a possibility. Under new post-Brexit circumstances, NATO may act as a bridge between Brussels and London, and become a platform for cooperation. The British perspective assumes that Britain should seize the opportunity to recast its role on the world stage and forge a foreign policy independent of both the US and the EU.

유럽의 외교안보정책은 브렉시트로 인해 가장 큰 영향을 받게 된 영역이다. 브 렉시트 이후 EU는 안보 분야에서 영국의 EU에 관한 영향력은 점차 약화될 것이 다. 반면에 다른 EU 회원국(독일 혹은 프랑스)의 영향력이 상대적으로 커질 것으 로 예상된다. 트럼프가 NATO에 대한 분담금을 줄일 것을 주장하는 가운데 유럽 은 독자적인 안보방위체제를 강화시킬 옵션을 논의하고 있다. 중단기적으로 브렉 시트의 영국은 미국에게는 경제적으로, 외교적으로 혹은 국민 정서적인 면에서 부 담이 되는 파트너로 간주될 수 있다. 영국은 유럽의 외교, 국방 및 안보 부문에 계 속 연루되어, 영국과 프랑스 간의 양자관계의 맥락에서 파트너십의 역할을 인정받 을 것이다. 브렉시트 이후 상황에서도 NATO를 통해 EU와 영국의 연계는 지속될 것으로 본다. 다른 한편으로 영국 국내의 시각에서는 브렉시트를 기화로 영국이 ‘글로벌(global) 영국’으로 거듭나 EU 및 미국으로부터 독자적인 역할을 기대하는 관점도 나오고 있다.
