Overexploitation of fishery resources is a serious problem faced by Korean adjacent water. With the exploitation, the reduced resources has accelerated reductions in catch and production efficiency. In order to solve this problem, government adopted ‘Total Allowable Catch system(TAC)’ in 1999. However, there has been doubts about the effectiveness of the policy. Therefore, this study had performed Efficiency analysis in order to investigate how TAC system is related to resources management and whether it has improved the fishery productivity. The object of this study is red crabs which is one of representative species of TAC system. Efficiency is measured by Data Envelopment Analysis method(DEA). Analysis used the annual data(1993~2013) collected through the Korean Statistical Information Service(KOSIS) to measure the change in the production efficiency. The results by DEA method showed the production efficiency has been improved since the enforcement of TAC. CRS TE has been improved by 36% with the introduction the TAC system, VRS TE by 26%, and SE by 17%. All of the results were statistically significant. Super-Efficiency analysis also ended up with the same results. It has to be pointed up that the level of fishery resource has been recovered with TAC and hence there has been increase in ABC. The over all results of this study showed us there has been improvement in the production efficiency in red crabs with the introduction of TAC.

정부에서 수산자원의 관리를 위한 방안으로 TAC제도를 운영하고 있으나 제도의 실효성에 대한 의혹이 끊임없이 제기되고 있다. 이에 본 연구에서는 TAC 제도가 어업에 미친 영향을 파악하기 위해 DEA를 이용하여 붉은대게의 연도별 생산효율성 변화를 측정하였다. 1993년부터 2013년까지 수집된 통계청의 연도별 자료를 사용하여 분석을 진행하였으며 정책의 효과를 판단하기 위해 TAC 효과 반영 이전과 이후로 기간을 나누어 생산효율성 변화를 비교해 보았다. 통계적으로 붉은대게의 TAC 효과는 제도 도입 3년 이후부터 나타나는 것으로 분석되었으며, DEA 분석결과 TAC 제도의 효과가 반영된 이후가 그 이전에 비해 생산효율성이 증대된 것으로 나타났다. 해당 결과는 모두 통계적으로 유의하였다. 제도 도입이후 CCR 모형의 효율성은 약 100% 개선되었으며 BCC 모형에서는 약 38%의 개선이 이루어지는 것으로 나타났다. 실질적으로 TAC의 실행이후 자원이 회복되어 ABC 수준이 증가한 것을 알 수 있었으며, 이를 통해 TAC 제도가 붉은대게의 생산효율성에 긍정적인 영향을 준 것으로 분석되었다.
