This paper analyzes the theoretical and empirical analysis of the effects of regulation quality on public debt. The rent-seeking activities of interest groups lead to inefficiency and social costs by exacerbating the quality of sound regulation or exceeding the socially optimal level of public programs, thereby increasing public debt. For example, through the creation or expansion of public programs on the aging of the population, political interest groups can get votes from the elderly persons in elections. Financing for the public programs comes from the general public’s tax while benefits from public program spending can be reaped by interest groups. In this paper, panel analysis is conducted using data on public debts of 30 OECD countries during 2001-2015. Empirical results show that the lower regulation quality, the more public debt is increased. The higher the proportion of the elderly population is, the more public debt increases. It is suggested that appropriate fiscal rules should be set since public debt increases indiscriminately as interest groups try to obtain political support and benefits.

본 논문은 이익집단 관점에서의 규제가 공공부채에 미치는 영향에 대해 이론적·실 증적으로 분석한다. 이익집단의 지대추구활동은 건전한 ‘규제의 질’(regulation quality)을 악화시키거나 공공프로그램의 사회적 최적 수준을 초과하게 함으로써 비효 율과 사회적 비용을 발생시켜 공공부채가 증가하게 한다. 예컨대, 인구의 노령화를 명분으로 공공프로그램의 신설이나 확대를 통해 정치적 이익집단들은 선거에서 노령 자들로부터 표를 얻을 수 있다. 공공프로그램의 신설이나 확대를 위한 재원조달은 일반 대중의 세금으로부터 나오고 공공프로그램 지출을 통한 편익은 이익집단이 볼 수 있기 때문이다. 본 논문에서는 2001-2015년 동안 OECD 30개 국가의 공공부채에 대한 자료를 이용하여 패널분석을 수행한다. 실증분석 결과, 규제의 질적 수준이 낮을 수록 공공부채가 증가하는 것으로 나타난다. 또한 노령자의 인구 비율이 높을수록 공공부채가 증가하는 것으로 나타난다. 본 논문에서는 정치적 지지와 편익을 얻고자 하는 이익집단의 활동으로 공공부채가 무분별하게 증가하기 때문에 적절한 재정준칙 이 필요하다는 시사점을 제공한다.
