Sung-Hee Jwa’s A General Theory of Economic Development does an excellent job of explaining what produces economic development, and offers an insightful critique of mainstream theories of economic development. From a policy perspective, he concludes that governments should implement policies that discriminate in favor of firms that have demonstrated market success to promote development. He attributes the much more rapid economic growth of Japan, South Korea, and China, when compared to the slower growth of Western Europe and the United States, to such policies. This article offers several reasons to question this conclusion.

좌승희 박사의 “경제발전의 일반이론”은 경제발전이 무엇을 가져다 주는 지를 설명하는 탁월한 저서이며, 주류 경제발전 이론들에 대해 통찰력 있는 비판을 제시해 주고 있다. 또한 좌승희 박사는 정책적 관점에서 정부는 시장에서 ‘경제적 성공’을 이룩한 기업들을 지원하는 정책을 실시해야 한다고 주장한다. 좌승희 박사는 이러한 주장을 일본, 한국, 중국의 급속한 경제성장에 적용하여 자신의 주장이 타당함을 보여주고 있다. 이에 본 논문은 좌승희 박사의 새로운 아이디어와 기여들을 서술하고 몇 가지 미비점을 보완하고자 한다.
