The purpose of this study is to introduce safety-related programs and to suggest establishment schemes in order to create, practice and spread safety culture through safety education of college students. First, the safety culture creation program developed safety-related textbooks and created safety culture, and visited the overseas safety organizations such as Japan to grasp safety-related institutions and systems. Second, the safety culture practice program strengthened the experience of safety culture through safety experience, safety theme camp, crime victim healing camp, safety workshop and safety monitor activity. Third, the safety culture dissemination program contributed to the dissemination and propagation of safety culture through safety clubs, safety exhibitions, safety campaigns, and safety-related presentations. In order to establish the safety culture through these programs, several measures must be sought. First, the safety education institutions and facilities should establish equity in each region and sector, and include universities. Second, in order to train safety manpower, administrative and financial support should be provided to establish a safety-related discipline in university or graduate school. Third, cardiopulmonary resuscitation training that protects the life and safety of others is important, but it is necessary to strengthen the self-defense education which keeps its own safety, and the education method should strengthen the experiential education rather than the lecture education. Especially, it is necessary to strengthen education through virtual reality technique related to the 4th industrial revolution. Finally, counseling should be activated so that post-traumatic stress disorder experienced by the victim can develop into post- traumatic growth.

이 연구는 대학생들의 안전교육을 통하여 안전문화를 창출하고 실천하며 확산하도록 하기 위하여 안전교육의 프로그램을 소개하고 정착화방안을 제시하는데 목적이 있다. 첫째, 안전문화 창출프로그램은 안전관련 교재를 개발 및 개설운영하여 창의적 안전문화를 창출하고 일본 등 해외안전기관 탐방을 통하여 안전관련 제도와 시스템을 비교분석하여 시사점을 얻었다고 할 수 있다. 둘째, 안전문화 실천프로그램은 안전체험시설 안전체험, 안전테마캠프, 범죄피해자 힐링캠프, 안전워크솝, 안전모니터활동을 통하여 안전문화의 체험과 실천교육을 강화하여 안전을 체득하였다. 셋째, 안전문화 확산프로그램은 안전동아리, 안전전시회, 안전캠페인, 안전관련 프리젠테이션 등을 통하여 안전문화의 보급과 전파에 기여하였다고 할 수 있다. 이러한 안전문화의 창출프로그램, 실천프로그램, 확산프로그램을 통하여 안전문화를 정착화하기 위해서는 몇가지 방안이 보완되어야 한다고 할 것이다. 첫째, 안전교육기관 및 시설을 확보해야 한다. 2019년 1월에 행정안전부에서 지정한 안전교육기관을 보면 지역별, 분야별 형평성을 추구해야 하고 특히 민간단체중심으로 안전교육기관이 지정되어 있어서 대학을 안전교육기관으로 지정해야 할 것이다. 둘째, 안전교육 전문인력을 양성하기 위해서는 대학이나 대학원과정에 안전관련 분야를 개설하도록 행정적, 재정적 지원을 통하여 유도해야 할 것이다. 셋째, 안전교육 프로그램과 교육방법을 개선해야 한다. 타인의 안전과 생명을 지키는 심폐소생술 교육도 중요하지만 자신의 안전과 생명을 지키는 호신술교육을 강화해야 하고 교육방법도 강의식교육보다는 체험식 교육을 강화해야 하며 특히 4차 산업과 관련된 가상현실기법의 교육도 강화해야 할 것으로 생각된다. 마지막으로 피해자 트라우마 치유를 위한 상담교육을 강화해야 한다. 피해자가 경험하는 외상후 스트레스 장애(PTSD)를 외상후 성장(PTG)으로 발전할 수 있도록 상담을 활성화해야 한다.
