Recently, as our society has been accelerating in complexity, urbanization, modernization, and informationization, there have been various incidents that threaten the safety of citizens. Therefore, the police have prepared measures against the occurrence of safety accidents, but they are not enough to ultimately block elements for the post management system. Although the government continues to increase the number of police personnel by using "national security" and "living safety" as the first priority in the public sector, it is difficult to prevent crime in the advance aspect of securing citizens' safety. In this background, the purpose of this study is to propose the use of drone to enhance the police's crime prevention effectiveness in Korea, which has the advantage of ICT powers to supplement the activities of limited police force. The results of this study are expected to provide academic and policy implications related to the use of drone systems in police crime prevention activities. This study was conducted as a qualitative research method of in - depth interview with 20 drones practitioners and researchers in the police organization and the academia. As a result of the study, first, it was suggested to expand the operation mechanism including improvement of the battery of the drone operation and improvement of the high image quality of the camera. Second, the authors proposed joint training through the agreement with civilian and related organizations, and expansion of the department and personnel in the police organization. Third, the establishment of legal guidelines for drone operation was suggested. Lastly, the significance, limitations, and policy implications of this study were discussed.

최근 우리사회는 복잡화·도시화·첨단화·정보화가 가속 되면서 시민의 안전을 위협하는 다양한 사건사고가 끊임없이 발생하고 있다. 이에 경찰에서는 안전사고 발생에 따른 대비책을 마련하고는 있지만, 사후관리 체계일 뿐 위해요소를 궁극적 차단에는 부족함이 있다. 현 정부는 공공부문에서 ‘국민안전’ 및 ‘생활안전’을 최우선 국정과제로 삼아, 경찰인력을 계속해서 증원하고 있음에도 불구하고 시민의 안전확보를 위한 사전적인 측면의 범죄예방에는 어려움에 한계를 보인다. 이러한 배경 하에 이 연구의 목적은 제한된 경찰인력의 활동을 보완하고자 ICT 강국의 장점을 가진 우리나라가 드론을 이용한 경찰의 범죄예방 효과성 증진을 위한 제언을 하는 것이다. 이 연구의 결과는 경찰의 범죄예방활동에 드론시스템의 활용과 관련한 학술적·정책적 시사점을 제공할 것으로 기대한다. 이 연구는 경찰조직 내 드론 운용 실무자와 연구자 20명을 대상으로 심층면접의 질적연구방법으로 연구가 수행되었다. 연구의 결과, 첫째, 드론 운영의 베터리 개선과 카메라 고화질 화상도 제고 등을 포함한 운용기제의 확충이 제안되었다. 둘째, 민간 및 유관기관과의 업무협약을 통한 공동 훈련과 경찰조직 내 담당부서와 인력의 확충을 제안하였다. 셋째, 드론의 운용과 관련한 법적 가이드라인의 구축이 제안되었다. 끝으로 이 연구의 의의와 한계, 그리고 정책적 시사점을 논의하였다.
