This paper analyzes at the emergence of the ‘Xi Jinping’s new era’ which will be a major variable in reshaping the regional order in Northeast Asia including the Korean Peninsula, and the encounter confrontation of the ‘New Cold War between the U.S. and China’ which has been surfaced due to trade disputes. And through this factors, this paper aims to find a new economic model that corresponds to the new era of Northeast Asia. Above all, after ‘the Panmunjom Declaration in 2018’, there was a possibility that the division-system of the Korean peninsula could be passed into the peace regime through declaration of the end war. Accordingly, regional order reorganization and major political and economic changes in Northeast Asia are expected. Therefore, it is necessary to actively think about the reorganization of the regional order in the New Northeast Asia and the new economic cooperation model, beyond the competition between the US and China. For this background, this paper emphasized the urgency of the strategic linkage between the South Korean ‘New Economy map of the Korean Peninsula’ and the ‘One belt and One road’ of China and the North Korean economic opening initiative.

본 논문은 한반도를 포함한 동북아 지역질서 재편의 주요 변수로 작동할 ‘시진핑 신시대’의 등장과 무역 분쟁으로 표면화된 ‘미중 간 신냉전’의 마주침을 헤게모니 경쟁 이라는 시각에서 고찰하고, 이를 통해 ‘신(新)동북아 시대’에 부응하는 새로운 경제협 력 모델을 모색하고자 했다. 무엇보다 2018년 ‘판문점 선언’ 이후, 세계사적인 전후체제 의 마지막 유물인 한반도 분단체제가 종전선언을 거쳐 평화체제로 돌입할 수 있는 가 능성이 열렸으며, 이에 따라 동북아시아의 지역질서 재편과 대대적인 정치경제적 변화 가 전망된다. 따라서 시진핑 정부가 제기하는 ‘신시대’를 중국만의 것으로 치부하거나 방관하는 것이 아니라, 미국과 중국의 패권 경쟁을 넘어 신(新)동북아시대 지역 질서의 재편과 새로운 경제협력 모델을 적극적으로 고민할 필요가 있다. 이러한 측면에서 본 논문에서는 남한의 ‘한반도 신경제지도’와 중국의 ‘일대일로’, 그리고 북한의 경제개방 구상의 전략적 연계가 절실함을 강조했다. 특히 ‘한반도 신경제’ 구상은 향후 북한 및 중국과의 인프라 협력의 기본 방향을 제시하고 있으며, 단순한 경제협력을 넘어 동북 아시아 지역의 갈등과 긴장을 완화하여 동북아 평화공동체의 기반을 조성하려는 장기 적 목표를 갖고 있기에 더욱 중요한 의미를 갖는다.
