This study explores the socio - cultural background of the Talnam phenomenon of North Korean refugees, which has been continuing since 2007, through the nationalism, multiculturalism and the psychoanalytic approach of Lacan. We have examined how nationalism and multiculturalism are experienced and recognized by affection and kindness to the North Korean defectors who had left South Korea. I looked at how the dynamics of Jeong(affection) and kindness should work so that the settlement of the North Korean defectors in South Korea can be smooth. Through Lacan's identification concept in the imaginary and the symbolic, it is discussed how language can frustrate the vague expectations of the homogeneity of the nation and lead to loss, hostility, and illusion. This study suggests the necessity of preparing “a policy that binds the South and the North as affection and frees them with kindness" as politics of affection and kindness. Politics of Jeong(affection) and Kindness can be said to lower the barriers of mind between the South and the North and to help settle the North Korean defectors. As one of the methodologies, it is argued that the refugees should be given the Jeong(affection) and kindness in terms of institutional aspect and the kindness in the cultural aspect should take precedence over Jeong(affection). Finally, it is suggested that policy research and discussion on the relation of affection and kindness should be continuously supplemented.

이 연구는 탈북민의 탈남현상이 2007년 광풍처럼 불어 닥친 이후 현재까지 지속되고 있는 사회문화적 배경을 민족주의와 다문화주의 그리고 라캉의 정신분석학적 접근을 통해서 탐색했다. 탈남 탈북민에게 민족주의와 다문화주의가 어떻게 그리고 왜 정(情) 과 친절(親切)로 경험되고 인식되는 지를 살펴보고, 탈남 탈북민의 시선에서 정(情)과 친절(親切)을 재개념화했다. 정(情)과 친절(親切)의 역학관계가 어떻게 작동해야 탈북 민의 한국 사회 정착이 순조로울 수 있을지를 탐구했다. 그리고 라캉의 상상계와 상징 계에서의 동일시 개념을 통해서 어떻게 언어가 민족의 동질성에 대한 탈북민의 막연한 기대를 좌절시키고 상실과 적대, 환상으로 이어지게 만드는가를 논의했다. 본 연구는 정(情)과 친절(親切)의 정치학으로서 남과 북을 “정(情)으로 하나로 묶고 친절(親切)로 자유롭게 하는 정책” 마련의 필요성을 제안한다. 정(情)과 친절(親切)의 정치학은 남과 북 상호간의 마음의 장벽을 낮추고 탈북민의 정착을 돕기 위한 것이라고 할 수 있다. 그 방법론의 하나로 탈북민에게 제도적 측면에서 정(情)과 친절(親切)이 병행되어야 하 고, 문화적 측면에서 친절(親切)이 정(情)보다 우선되어야 한다고 주장한다. 끝으로 정 (情)과 친절(親切)의 비중과 선후관계에 관한 정책적 연구와 논의가 지속적으로 보완되 어야 한다고 제언한다.
