Most Japanese intellectuals in the Meiji period were enthusiastic about justifying the war. There were various knowledge such as the conflict of civilization and savage or righteous war, but the evolutionism, in particular, provided its representative logic. Among them, Kato hiroyuki leaves a writings predicting Japan’s victory by applying the evolutionism and looking at the Sino-Japanese War and the Russo-Japanese War. First of all, in the 『Ten Grounds of Japan’s Victory』(1894), Kato insists that it is the inevitable “law of heaven” that Japan, which has “knowledge” and “strength”, wins the “foolish” and “weak” Qing Dynasty. And the most important of these ten grounds was the recognition that Japan’s evolved higher moral and law than the Qing Dynasty’s and integrated Loyalty to the king and country in Japan is superior. In particular, he found the reason for the loyalty from the Japanese specificity about the continuity of the Emperor without any revolutionary event, and predicted the victory of Japan from this. Kato, who had kept studying the ‘evolution of moral and law’ issue since then, also wrote 『Fate of Nippon and Russia from view of Evolutionism』(1904) at the time of the War, and attempts to predict war based on evolution theory. Kato here asserts that war is an inevitable phenomenon in the human world, and it is also a source of civilization development. And here too pointed the more complete ‘social organism’ from the condition of the ‘Japan’s specially integrated Loyalty to the king and country’ as a reason why Japan is evolving over Russia. In the end, he was trying to prove the claim that the society that reached the point where the interests of the individual’s own community prevailed would survive the competition, in the name of “science”, “evolution.” In this regard, it seems that Kato’s attempts will be different from those of other Meiji intellectuals such as Fukuzawa and Uchimura.

청일전쟁과 러일전쟁을 대하는 메이지시대 일본 지식인들 대부분은 전쟁을 정당화하고 그 명분을 세우는 데 진력하였다. 거기에는 문명과 야만의 충돌이나 의전론과 같은 다양한 지식이 이용되었는데, 특히 진화론은 전쟁을 정당화하는 대표적인 논리를 제공하였다. 그 중에서도 가토 히로유키는 진화론을 적용함으로써 청일전쟁과 러일전쟁을 전망하고 일본의 승리를 예측하는 저술을 남겼다. 먼저 『일본지십대승산』에서는 지혜롭고 강한 일본이 어리석고 약한 청나라에 승리하는 것이 사회필연의 ‘천칙’이라며 일본승리의 열 가지 이유를 내세우는데, 그 중 핵심적인 내용은 ‘도덕법률’이 상대방보다 잘 진화하여 ‘충군애국’이 일체화한 일본이 더욱 우월하다는 인식이었다. 특히 이 ‘충군애국’의 근거를 역성혁명이 없이 만세일계로 이어진 천황국이라는 일본적 특수성에서 찾고 이로부터 청일전쟁의 승리를 예측한다. 이후 ‘도덕의 진화’문제에 천착하던 가토는 러일전쟁기에도 『진화학으로부터 관찰한 일러의 운명』을 저술하고 진화론에 입각해 전쟁을 예측하는데, 여기에서는 전쟁이 인간에게 필연적인 현상일 뿐 아니라 문명발전의 계기이며, 진화의 법칙에 비추어 ‘적자’의 조건을 갖춘 일본이 ‘부적자’인 러시아에 필연적으로 승리한다고 주장한다. 여기에서도 일본의 특수한 ‘충군애국’의 조건으로부터 보다 완전한 ‘사회유기체’를 이루고 있다는 점이 러시아보다 일본이 ‘진화’한 이유로서 제시된다. 결국 개개인이 자신이 속한 공동체의 이익을 자기이익보다 우선시하는 ‘멸사봉공’적 경지에 이른 사회가 경쟁으로부터 살아남는다는 점을 ‘진화론’이라는 ‘과학’의 이름으로 논증하고자 했다는 점에서 가토의 시도는 메이지의 여타 지식인들과는 또 다른 특수한 지위를 점하는 것이었다고 말할 수 있을 것이다.

明治時代の日本の知識人たちはその殆んどが戦争を正当化してその名分を見つけるのに熱心だった。そこには文明と野蛮の衝突や義戦などのいろいろな知識が用いられたが、特に進化論はその代表的な論理を提供した。其の中でも加藤弘之は進化論を適用して日清戦争と日魯戦争を展望しながら日本の勝利を予言する著述を残している。まず『日本之十代勝算』(1894)では＇知＇と＇強さ＇を具えた日本が＇愚か＇で＇弱い＇清国に勝つことが社会必然の＇天則＇であると言いながら日本勝利の十個の根拠を打ち出しているが、この十個の根拠の中でもっとも重要なのは、＇道徳法律＇が相手よりよく進化していて＇忠君愛国＇が一体化した日本が優越であるとの認識であった。特にこの忠君愛国の理由を易姓革命なしで万世一系に続く天皇国という日本的特殊性から見つけだし、そこから日清戦争の勝利を予言していたのである。以降＇道徳の進化＇問題に穿鑿し続けていた加藤は、日魯戦争期にも『進化学から観察した日魯の運命』(1904)を著して進化論に基づいた戦争予測を試みている。ここで加藤は戦争は人間世界に必然的現象であり、また文明発展のキッカケにもなると主張しているが、ここでも日本の特殊なる＇忠君愛国＇の条件からより完全な＇社会有機体＇を成している点がロシアよりも日本が進化している理由として提示されている。結局、個個人がみずから属している共同体の利益を優先する＇滅私奉公＇の境地に達した社会が競争から生き残れるという主張を＇進化論＇という＇科学＇の名の下で論証しょうとした所から加藤の試みは福沢や内村など他の明治の知識人たちとはまた別の特殊なる位置づけが可能であると考えられる。
