‘The First PangyoTechnoValley’ is preferred by start-ups after Gangnam, Seoul because of the strong policy determination and rich support programs of the Gyeonggi Province and the central government, public space to support start-ups including the Start-ups Campus, access to Seoul, and rich labor force. ‘The First PangyoTechnoValley’ had the most start-ups whose investment fund was three billion won or more in 2017 after Gangnam, Seoul, which indicates its potential. It has, however, its share of limitations including the shortage of private agencies to support start-ups such as venture capital and accelerators, the insufficiency of cooperative culture around start-ups including connections among various subjects and exchange networks despite the successful hardware infrastructure led by the public sector, and the rather limited roles of the private sector. The present study thus set out to make policy recommendations needed for it to evolve into a successful start-up ecosystem with global competitiveness as follows. First, there should be active regulation improvements for start-ups to develop new future items into business, fit for the Fourth Industrial Revolution, based on a public-private collaboration network along with the solutions of new technology and industry regulations. Second, the collaboration network should be activated between the incumbent leading companies and start-ups in ‘the First PangyoTechnoValley’ so that the leading companies can be mentors, investors, and business collaboration partners for start-ups. Third, the public sector should make active investments into global cooperation, while the private sector should make leading efforts to build a start-up ecosystem with international connections. Fourth, the technologies of universities and research institutes in and outside the Valley should keep being introduced into start-ups. Fifth, there should be effective supports for start-ups based on collaboration with public support agencies. Finally, the plans and policies should be considered to promote the active participation of the private sector through a start-up ecosystem. Lastly, we discussed the limitations and future research directions.

제1판교테크노밸리는 창업기업에게 서울 강남에 이어 선호되는 지역으로 꼽히는데, 이는 경기도와 정부의 강력한 정책 의지와 풍부한 지원 프로그램, 스타트업캠퍼스를 비롯한 공공의 창업지원 공간, 서울과의 접근성, 풍부한 인력 등에 기인하는 바가 크다. 2017년 기준 30억 이상 투자를 받은 창업기업이 서울 강남에 이어 두 번째로 많은 것도 제1판교테크노밸리의 잠재력을 나타낸다. 공공 주도로 하드웨어 기반 구축은 성공적으로 이루어졌으나, 벤처캐피탈, 엑셀러레이터 등 민간의 창업지원 기관이 부족하고 창업기업을 중심으로 다양한 주체 간 연결과 교류 네트워크 등 협력 문화가 부족하고 민간의 역할이 다소 제한적이라는 것이 개선점으로 파악된다. 이에 글로벌 경쟁력을 갖춘 창업생태계로서 성장하는데 필요한 정책제언을 하면, 첫째, 신기술․신산업 규제 해결을 위한 민관 협력 네트워크 구성을 통해 창업기업이 4차 산업혁명에 부합한 새로운 미래 아이템을 비즈니스로 전개할 수 있도록 적극적인 규제개선을 추진해야 한다. 둘째, 제1판교테크노밸리에 소재한 기존 선도기업과 창업기업 간 협력을 위한 네트워크 활성화를 통해 선도기업이 창업기업에 대해 멘토, 투자자, 비즈니스 협업 파트너로서의 역할을 하게 해야 한다. 셋째, 국제적 연결성을 갖춘 창업생태계를 위해 공공이 글로벌 협력에 적극적으로 투자하고 민간의 주도적 노력이 필요하다. 넷째, 제1판교테크노밸리 내외부의 대학, 연구소가 보유한 기술이 창업기업으로 지속 유입될 수 있도록 해야 한다. 다섯째, 공공 지원기관의 협력을 통한 효과적 창업지원이 필요하다. 마지막으로 창업생태계 활성화를 위해 민간의 적극적 참여를 촉진하기 위한 정책 방안을 고려해야 할 것이다.
