The purpose of this study is to examine the problems of the system of confirmation hearings executed by the National Assembly of Korea and the present means of improving the system. For this purpose, current legal and systemic statuses of confirmation hearings both in Korea and overseas were compared, and searches were made regarding the preceding theories presented to enhance the efficiency of confirmation hearings. Moreover, a survey was conducted through questionnaire to deduce specific means of improvement, transcending the domains of discussion about the enhancement of confirmation hearings at a theoretical level. The questionnaire survey was prepared with the awareness and evaluation of the confirmation hearings for candidates for high-government positions as designated by the Moon Jae-in administration, and investigated the validity of having experts in the corresponding areas participate in the confirmation hearings. One of the anticipated factors that imparts influence on the enhancement of efficiency of confirmation hearings through the participation of experts in active duties in various areas is securing of objectivity and rationality. That is, through the participation of experts, it is anticipated that factional disputes between the governing and opposition parties can be ended, confirmation hearings inundated with personal attacks on the candidates can be sublated, and verification of morality and policy capabilities can be anticipated. The majority of people choose a proper value system, morality, and leadership to pursue effective policies and draw out social consensus as the key qualifications of candidates for ministerial-level positions. This study is significant from the perspective that there is a need to improve confirmation hearings in order to establish procedures and achieve results that fulfill the wishes of the general public.

본 연구의 목적은 국회가 실시하는 인사청문회제도의 문제점을 알아보고 그에 대한 개선방안을 제시하는 것이다. 이를 위해 대한민국 인사청문회와 외국 인사청문회의 법적·제도적 현황을 비교하고 그동안 인사청문회의 효율성을 제고하기 위해 제시되었던 선행이론을 조사하였다. 나아가 인사청문회의 효율성 제고에 대한 이론적 수준의 논의를 넘어 구체적인 개선방안을 도출하고자 설문조사를 실시하였다. 설문조사는 문재인 정부에서 지명된 고위공직 후보자 인사청문회에 대한 국민들의 인식과 평가를 기준으로 하였으며 인사청문회에 해당 분야의 전문가를 참여시키는 것에 대한 타당성을 조사하였다. 각 분야에서 활동하는 전문가의 참여가 인사청문회의 효율성 제고에 미치는 기대요인으로는 객관성과 합리성이 담보된다는 점이다. 이를 바탕으로 여‧야의 정파적 논쟁을 종식시키고, 인신공격성 청문회를 지양하고, 도덕성과 정책능력 검증이 기대된다는 것이다. 국민들은 고위공직 후보자의 자격요건으로 올바른 가치관과 도덕성, 효과적인 정책 추진과 사회적 합의를 이끌어낼 수 있는 리더십을 꼽는다. 이에 부합하는 과정과 결과를 위해서는 인사청문회의 개선이 필요하다는 측면에서 본 연구의 의의가 있다.
