With increasing older people with dementia by the rapid aging population, the social support system for these people and family carers is required. In particular, the role of long-term care insurance system to improve the quality of life of older people with dementia and to relieve the burden of family carers become more important. This study aims to analyze the supportive policies for older people with dementia and family carers in the long-term care insurance system and make for policy suggestions for improving these policies. Since the introduction of long-term care insurance system, supportive services for older people with dementia and family carers have been increased through expanding of the benefit and developing professional services, and enhancing support for family carers, etc. However, these supportive policies are limited because of the lack of the quantity and quality of care services, the deficiency of the direct services supporting family carers, and the lack of caring workers and service infra, etc. To resolve these problems, this study suggests that it is necessary to expend older people with dementia using long-term benefits, establish a living support system in the community, enhance support for family carers, improve the quality and treatment of caring workers, and to build continuum of caring.

급속한 인구고령화에 따른 치매노인의 급증으로 인하여 치매노인과 이들을 돌보는 가족에 대한 사회적 지원의 확대가 요구되고 있다. 특히 노인장기요양보험의 역할은 치매노인의 삶의 질을 향상시키고 가족수발자의 돌봄부담을 경감시키는데 있어서 매우 중요시되고 있다. 따라서 본 연구의 목적은 노인장기요양보험에서의 치매노인과 가족수발자 지원정책의 현황과 문제점을 살펴보고 이를 개선하기 위한 정책과제를 제시하는 것이다. 노인장기요양보험제도 시행 이후 치매노인에 대한 장기요양 급여범위 확대, 인지활동서비스 개발, 치매가족휴가제 도입 등을 통해 치매노인과 가족수발자를 위한 지원은 다소 확대되고 있지만. 여전히 치매노인의 낮은 장기요양보험 수혜율, 치매노인과 가족지원서비스의 양과 질 미흡, 치매전문인력 및 시설 부족 등의 여러 문제들에 직면해 있다. 본 연구에서는 이를 개선하기 위하여 첫째, 치매노인의 장기요양 수혜율을 향상시키고, 둘째, 치매노인을 위한 지역생활 지원체계를 구축하고, 셋째, 치매노인을 돌보는 가족에 대한 지원을 한층 강화하고, 넷째, 치매노인에게 서비스를 제공하는 전문인력의 자질 함양 및 처우 개선에 노력하고, 다섯째, 연속적인 보호체계를 구축하여 치매노인에게 지속적인 돌봄서비스를 제공할 필요가 있음을 제안하였다.
