Governments of nation states strive to present a particular self-image and enforce their political goals to its citizens. This self-image can be explained through a framework of government communication, i.e., information policy and public relations. The Press and Information Office of the Federal Government of Germany remains the central organization for communication between the government and the public, even after reunification. This study examines the development, history, tasks, functions, organizational structures, and activities of the Federal Press Office of the Federal Republic of Germany. It provides clear definitions of the terms government communication and government public relations. Finally, this essay focuses on how a Federal Press Office for the South Korean government can be useful in present and future government communication, particularly before and after the reunification of Korea.

Die Regierungen aller Staaten bemühen sich um die richtige Selbstdarstellung zur Präsentation und Durchsetzung ihrer politischen Ziele. Diese Selbstdarstellung kann durch die Regierungskommunikation, u.a. Informationspolitik und Öffentlichkeitsarbeit ausgeführt werden. Das Presse- und Informationsamt der Bundesregierung bleibt das zentrale Organ zur Regierungskommunikation zwischen der Regierung und der Bevölkerung im politischen System der Bundesrepublik Deutschland auch nach der Wiedervereinigung. In dieser Studie werden nach der Begriffserklärung über die Regierungskommunikation und Regierungs-PR die Entwicklungsgeschichte, Aufgaben, Funktionen, Organisationsstruktur und Aktivitäten des Bundespresseamtes untersucht werden. Zum Schluss soll die Bedeutung des Bundespresseamtes für die südkoreanische Regierung in Gegenwart und Zukunft - vor und nach der Wiedervereinigung Koreas - diskutiert werden.

모든 국가의 정부는 자신의 정책을 전달하고 관철하기 위해 자신들의 긍정적인 이미지를 국내･외 국민들에게 구축하려 노력한다. 이와 같은 정부커뮤니케이션은 주로 공보나 홍보를 통해서 이루어진다. 독일에서는 통일이 되기 전과 그 이후에도 연방공보처(BPA)가 공보 및 홍보를 통하여 정부와 언론, 국민 사이의 소통을 담당하고 있는 반면에, 한국에서는 그것을 위한 조직이 2008년 이후로 존재하지 않는다. 이에 본 연구의 목적은 독일의 정부홍보를 담당하는 BPA을 소개하고 분석함으로써 한국에 주는 의미를 논하는데 있다. 이를 위해 정부커뮤니케이션 및 정부홍보의 개념을 파악한 후, BPA의 발전과정, 임무, 기능, 구조, 활동 등을 독일통일 전후로 나누어 분석하여 BPA가 한국에 주는 시사점을 제시한다. 정부커뮤니케이션의 공보와 홍보는 원활한 국정운영의 필요 불가결한 요소임에 틀림없다. 정부홍보 혹은 국가홍보는 통일을 준비하는, 더 나아가 통일 이후에도 한국정부 에 있어서 중추적인 역할을 담당해야만 한다. 따라서 BPA는 국민과 정부 간의 동의와 신뢰를 형성하는데 기여하는 정부커뮤니케이션의 컨트롤타워 역할을 담당해야 할 한국정 부의 홍보조직의 필요성을 인식하는데 충분한 의미를 준다.
