Today, international migration is considered to be a universal phenomenon in the world. Citizens of Uzbekistan are also seeking legal and ‘illegal’ labour migration to economically rich Russia to escape from economic hardships. Historical ties of the former Soviet Union, a visa-free entrance, usage of the Russian language, high wages, and lack of the workers in the Russian 3D industry and others are the factors that promote labour migration from Uzbekistan. The reasons for the higher ratio of ‘unregistered’ migrant workers from Uzbekistan in Russia are the result of unacceptable immigration and residence registration of Russia, labour rights, little difference on economic costs between legal and ‘illegal’ migrant workers, poor social networks, discrimination and exclusion in Russian society and others. All of these generate ‘unregistered’ residents and ‘unregistered’ workers. The implications for suppressing the ‘unregistered’ migrant workers' emissions are as follows: first, legal and institutional improvement is needed to legitimize the ‘unregistered’ Uzbek residents who live in Russia for a long time or to take a long-term reprieve measures. Second, higher registration fees should be reduced for applications of labour patents. Third, the residency registration system for foreign residents should be modified or abolished.

오늘날 국제이주는 세계적으로 보편화된 현상이다. 우즈베키스탄 국민들 또한 빈곤으로부터 탈피하기 위해 경제적으로 풍요로운 러시아로 합법적‧비합법적 노동이주를 지향하고 있다. 과거 소련 연방이라는 역사적 유대감, 무비자, 러시아어 사용, 높은 임금, 러시아 3D 업종 종사자의 부족 등은 노동이주를 촉진하는 요인이다. 러시아에서 우즈베키스탄 국민들의 미등록 이주노동자 비율이 높은 이유는 불합리한 입국 및 거주지 등록, 노동권, 합법‧불법 이주노동자 간 차이가 거의 없는 경제적 비용, 열악한 사회 네트워크, 러시아 사회의 차별과 배제 등이 작용한 결과, 미등록 체류 및 미등록 노동자를 양산하고 있다. 불법 이주노동자의 배출을 억제하기 위한 시사점은 첫째, 장기간 러시아에 거주하고 있는 미등록 우즈베키스탄 출신자들을 합법화 또는 장기간 유예 조치를 취하는 법률적‧제도적 개선이 필요하다. 둘째, 노동특허의 신청과 관련하여 과다한 등록비를 낮추어야 한다. 셋째, 외국인을 대상으로 시행하고 있는 거주등록제를 완화하거나 폐지해야 한다.
