According to expansion of e-government services, the need for exclusion of duplicate between e-government projects, integrating of systems and sharing of information resources is increasing. For this purpose, the government was mandatory which the central administrative agencies have to prior consultation before the e-government projects in 2011. However, this system has not been settled yet. This study has its purpose to improve this prior consultation system. Therefore, we seek the operational status and problems in the system. Here we identify a problem through the prior consultation system operating status. And then, we conducted a user-targeted interviews. For the faithful interviews, we were ready for the interview questionnaires in advance, which reflected the analysis result of operating status and other relevant systems. Finally, we suggest the improvement plan using the results of status analysis and interviews.

정부는 2011년부터 중앙행정기관을 대상으로 전자정부사업 추진 시 전자정부 사업간 중복 배제 및 연계통합, 시스템/데이터/정보자원의 개방/공유 활성화를 위해서 ‘전자정부사업을 추진할 때 사전에 협의토록 하고 있으나, 아직까지 이러한 제도가 완전히 정착되지 못하고 있는 상황이다. 따 라서 본 연구에서는 사전협의 제도의 정착과 활성화를 위해서 그간의 전자정부 사전협의제도의 운 영현황을 분석하고, 중앙행정기관 및 지방자치단체 담당자를 대상으로 한 면담조사를 통해 사전협 의제도 운영 실태를 심층적으로 파악하며. 이를 통해 최종적으로 사전협의 제도 개선방안을 제시하였다.
