The future NCOE need the close and organic relation of all users connected with SoSs(System of Systems). But, the systematical Jointness of surveillance & reconnaissance, command & control and precision strike is not yet established in KOREA military. For this reason, the KOREA military make an effort to introduce the concept of joint capability assessment for the effective requirement planning in the future uncertainty. In this paper, We propose the new scenario architecture construction and usage which can improve the reliability of Korea joint capability assessment system. At the new proposed method, the expert survey of capability assessment is performed using the new type scenario architecture and a real case study is presented to show the usefulness of the new proposed methodology.

미래 네트워크중심작전수행환경은 복합체계와 연계된 모든 사람들 간에 긴밀하고 밀접한 협조 관계유지를 필요로 한다. 그러나 한국군에게 있어 감시/정찰, 지휘/통제, 정밀타격 간 체계적인 합동성 은 제대로 달성되지 못한 상황이다. 이러한 이유로 한국군도 미래 불확실성 하에 효과적인 소요기획 을 위한 방안으로 합동능력평가 개념을 도입하고자 노력하고 있다. 본 논문에서는 한국형 합동능력평 가체계 신뢰도 향상 방안으로 새로운 시나리오 아키텍처 구축 및 활용방안을 제안하고자 한다. 새롭 게 제안하는 방안에서 능력평가 전문가 설문은 새로운 방식의 시나리오 아키텍처를 기반으로 이루어 지며, 실제 현업에서 수행평가를 시행해 봄으로써 새롭게 제안하는 방안의 효용성을 검증해 보았다.
