Although many new police training programs have been conducted at the Korea Coast Guard Academy content educational institute, there are no systematic reviews and analyses on how much they are being applied to the practice. It consists of a quantitative education program rather than the quality of education. New police trainees are taking formal training for the purpose of receiving their assignments to their preferred location. It is questionable whether many educational and training programs conducted by the Korea Coast Guard(KCG) after education can change behaviour and ultimately contribute to the achievement of the goals that the organization is pursuing. In response, the ministry aims to identify the impact of the new KCG training program's teaching abilities, educational content and teaching methods on the previous work, and provide basic data on the direction pursued by the marine police organization. A recent analysis of 221 new KCG officers showed that professor’s teaching abilities and educational content have affected them before the start of the job, requiring them to secure outstanding professors and change their education contents to adapt to the environment change.

해양경찰교육원에서는 많은 신임경찰교육이 진행되었지만 배운 내용이 얼마만큼 실무에 적용되고 있는지 체계적인 검토와 분석이 되어있지 않고 교육의 질보다 양적 위주의 교육훈련프로그램으로 이루어져있다고 볼 수 있다. 해양경찰교육원에서 실시하고 있는 많은 교육훈련프로그램들이 교육 후의 직무수행에 있어 행동을 변화시키고 궁극적으로는 조직이 추구하고 있는 목표달성에 기여하고 있는지에 대해서는 의문시하지 않을 수 없고 연구 또한 미비한 실정이다. 이에 신임해양경찰 교육훈련프로그램의 교수능력, 교육내용, 교육방법이 실무전이에 미치는 영향을 밝혀내어 해양경찰 조직이 추구하는 방향에 기초자료를 제공하는데 있다. 신임해양경찰 교육을 이미 이수한 221명을 대상으로 분석결과 교수능력과 교육내용이 실무전이에 영향을 미치는 것으로 나타나 우수한 교수확보와 환경변화에 맞는 교육내용 변경이 필요하다.
