The nation's critical facilities which are the hub of order maintenance would be an ideal target for terrorist groups since a single attack could paralyze the entire country. In order to prevent future threats to critical facilities, the standards of physical and information security must be enhanced through a higher level of access control, facility protection, and disaster prevention measures. An important factor in achieving this goal is raising security officers’ awareness about security policies and promoting their willing observance of existing rules and laws. Furthermore, the effect of the view on physical security at the nation’s critical facilities and the intention to observe security policies on security performance are examined. Based on research findings, implications for security policies and practitioners are discussed. According to the research, the view on the physical security level at the critical facilities were shown to affect the perception of security performance. And the willingness of the security guards to comply with security measures also affected the opinion on security performance. In addition, the level of physical security at the critical facilities influenced the guards’ willingness to comply with security policies. Based on these findings, this study presented directions for achieving security goals for nation‘s critical facilities.

국가의 질서유지에 큰 비중을 담당하고 있는 국가중요시설은 한 번의 테러 공 격으로 국가 전체를 마비시킬 수 있기 때문에 테러집단에게는 더할 나위 없이 좋은 테러 대상일 것이다. 그러므로 국가중요시설의 안전성 제고와 보안 목표의 달성을 위해서 접근통제, 시설방호, 재해방지 활동을 통해 물리보안의 수준을 향 상시키는 것과 함께, 시설이 보유한 자산과 정보를 다양한 위협으로부터 보호하 고 손실을 최소화하기 위해 규정한 보안정책을 특수경비원들이 자발적으로 준수 하도록 하는 보안정책 준수의지를 향상시키는 것은 매우 중요한 요소라고 할 수 있다. 따라서 본 연구에서는 국가중요시설의 물리보안 수준과 특수경비원의 보 안정책 준수의지가 보안성과에 미치는 영향을 규명하여 다양한 위협으로부터 국 가중요시설을 보호할 수 있는 시사점을 제시하고자 하였다. 연구결과, 국가중요시설의 물리보안 수준과 특수경비원들의 보안정책 준수의 지는 보안성과에 영향을 미치는 것으로 나타났고, 국가중요시설의 물리보안 수 준도 보안정책 준수의지에 영향을 미치는 것으로 밝혀졌다. 이러한 연구결과를 바탕으로 본 연구에서는 국가중요시설의 물리보안 수준 향상과 특수경비원들의 보안정책 준수의지를 변화시키면 보안 목표 달성을 위한 보안성과를 향상시킬 수 있다는 정책적 시사점을 제시하였다.
