This article examines the development and execution of Mongolia’s National Security Concept, particularly that of existential security and economic security. I call Mongolia’s security policy the “multi-dimensional entanglement strategy.” At the backdrop of the strategy, there was Ulaanbaatar’s recollection of the Cold War that its security was risked by both geopolitical limitations and the possibility of entrapment in the Sino-Soviet conflict or a nuclear war. The multi-dimensional entanglement strategy embarked with President Ochirbat’s declaration of an one-state nuclear-weapon-free zone, although the result was the achievement of a nuclear-weapon-free status only. While upholding international laws and norms, the strategy has aimed to attract attention of the P5 and to have them entangled with regard to Mongolia’s security, and it eventually succeeded in securing parallel declarations of the P5, as a collectivity, with Mongolia. The strategy is a combination of UN diplomacy, the use of great power politics, and the “third neighbor” policy. The strategy has been successful in reducing external military threat, but has to cope with the security risk caused by Ulaanbaatar’s increasing economic reliance on China.

본 논문은 몽골의 안보개념 중에서도 주권과 독립의 보존을 위한 생존안보 및 경제안보를 위한 전략을 분석한다. 에벌린 고(Evelyn Goh)는 미중간의 경쟁관계 속에서 동남아 국가들이 취하는 다양한 방식의 헤 징 정책을 옴니 인메시먼트(omni-enmeshment)란 개념으로 설명한 바 있다. 이와 달리, 필자는 약소국의 하나이면서도 강대국들의 이해를 자신의 안보에 연루시키는 몽골의 안보전략을 다원적 연루전략 (multi-dimensional entanglement strategy)이라고 칭한다. 몽골의 다원적 연루전략은 중러에 포위된 내륙국이라는 지정학적 한계 인식과 과거 중소핵전쟁 연루의 위협 인식에서 비롯된 것으로, 몽골의 단일국 가 비핵지대 추구(결과는 비핵지위에 그침)는 이 전략 하에 추진되었다. 몽골의 다원적 연루전략은 국제법 과 국제규범에 기초하면서 UN안보리 상임이사국인 P5를 끌어들여 안보확약을 보장받으려는 것으로, UN 외교, 강대국외교, 제삼이웃외교 등을 결합한 것이다. 몽골의 다원적 연루전략은 군사적 안보위협을 감소시 키는데는 성공하였으나 대중국 경제 의존성의 심화로 인한 리스크를 극복하지 않으면 안되는 상황이다.
