A peace mood is being formed in the Korean peninsula where constant change is occurring every day. In this situation, it is very important to find ways to build true peace in the peninsula. President Moon Jae-in announced plans to completely denuclearize the Korean peninsula, to promote large-scale South and North Korean economic cooperation projects, to declare a permanent ceasefire and to sign a peace treaty. Before South Korea, North Korea and the international community discuss ways to build peace in the Korean Peninsula, we must resolve conflicts among various groups in South Korea about the Korean Peninsula peace debate in tandem with building a national consensus. This paper addresses how the North Korean policies of the South Korean government during post-Cold War have shaped peace discussions in the Korean peninsula, and what issues and controversies have emerged to become a permanent focus point by time periods. The analytical result was a relatively clear difference in perception by groups in South Korea about the peace in the Korean Peninsula. Based on this, ways to alleviate the issues and conflicts in future peace discussions are proposed, along with a new starting point for such discussions.

하루가 다르게 급변하던 한반도에는 평화 무드가 조성되고 있다. 이러한 국면에서 진정한 한반도 평화를 구축하기 위한 방안을 모색하는 일은 매우 중요하다. 문재인 정부는 한반도 비핵화를 이루고, 대규모 남북 경제협력사업 및 ‘종전선언’, ‘평화협정 체결’ 등을 추진할 계획임을 밝혔다. 남북한 그리고 국제사회가 한반 도 평화 구축방안을 논의하기에 앞서 한반도 평화논의를 둘러싼 한국사회 내 집단 간 갈등을 해소하고 국민 적 합의를 반드시 이뤄내야 한다. 본 논문은 탈냉전기 이후 역대 한국 정부의 대북정책을 중심으로 한반도 평화 논의가 어떻게 진행됐고 어떤 이슈가 쟁점으로 떠올랐는지 시기별로 분석을 진행했다. 분석결과, 한반 도 평화에 대한 한국사회 내 집단 간 갈등과 인식 차이가 비교적 뚜렷하게 나타났다. 이를 바탕으로 향후 한 반도 평화 구축논의 과정에서 발생할 수 있는 문제점과 갈등을 해결할 수 있는 방안을 제시했다.
