In this study, the characteristics of the innovative SMEs in the 2014's 'Technology Innovation Activity Questionnaire: Manufacturing' database of the Korea Institute of Science and Technology Policy (2014) And the results of the analysis. This confirms the influence of innovation performance through interaction with industrial cluster characteristics in the region. Based on this analysis, we can establish the scope of the micro dimension through the root of the existing top-down type regional innovation system and the interaction effect with innovative SMEs, I would like to draw policy implications for the upbringing of companies. As a result of the research, it is necessary to strengthen the importance of cooperation between universities, public research institutes and governments in the field of SME promotion by the government, and the fact that universities and public research institutes in the regional innovation system are supporting institutions. it is necessary to establish an innovative ecosystem including institutional support system for local affiliated research institutes, private service and private R & D activation policy, as well as clear missions on institutional support model with local universities and public institutions need.

본 연구에서는 과학기술정책연구원의 ｢2014년 기술혁신활동조사표: 제조업｣ DB 자료를 통해 혁신형 중소기업을 대상으로 실제 기업적 차원에서의 특성이 지역내 혁신지원기관의 활용도를 높여 혁신성과를 도출하는지에 관해 실증적으로 분석한다. 이러한 분석을 토대 로 기존의 Top-down 방식의 지역혁신체제의 뿌리내림과 혁신형 중소기업들과의 상호작 용 효과를 통한 국가 및 지역차원의 혁신의 역동성을 끌어낼 수 있는 강소기업 육성의 정책적 시사점을 도출하고자 한다. 연구의 주요 결과로 정부의 강소기업 육성 정책으로 대학과 공공연구기관 및 정부의 산학연 협력활동의 중요도는 더 강화되어야 한다는 사실 과 이는 지역혁신시스템(RIS)차원에서 볼 때 대학과 공공연구기관이 경쟁력 있는 기업 육성을 위한 지원기관으로서 자리잡고(착근성) 있으므로 그 실행력을 강화시킬 수 있는 정부의 기술적 지원 정책의 강화가 필요하다. 향후 정부의 혁신형 기업 육성을 위해서는 지역의 대학과 공공기관과의 제도적 지원 모델에 대한 명확한 미션과 더불어 지역의 기업 부설연구소에 대한 제도적 지원체계 및 민간서비스와 민간 R&D 활성화 정책을 포함한 혁신생태계 구축이 필요하다.
