Objectives This study explored relationships among policy PR activities of the Ministry of National Defense, negative organization-public relationships, and policy support regarding the THAAD deployment on South Korean peninsula. In particular, this study adopted the multi-dimensional policy literacy concept not explored in previous public relations research to allow more effective communication strategy planning for government PR. Methods A survey was conducted on 300 adults and structural equation modeling was conducted to examine proposed research hypotheses and problems. Results Results showed that PR activities based on symmetrical communication indeed decreased levels of negative OPR such as dissatisfaction, distrust, and control dominance. In particular, ‘dissatisfaction’ toward the government had indirect effects as well as the most visible impact on levels of policy support. Moderating effects of policy literacy on the relationship between PR activities of government and negative OPR were also verified. Conclusions This study extends theoretical and practical understanding of multi-dimensional policy literacy in government PR. Rather than using just a simple measurement to capture the level of understanding on policies, this study suggests looking into traditional, functional, and critical policy literacy levels will enable a more detailed communication design in government PR.

배경 및 목적 본 연구는 국가안보 정책 이슈인 한반도 사드 배치에 대한 국방부의 정책 PR 활동, 조직ᐨ공중 부정 관계성 인식, 정책 지지 간의 연계를 살펴보았으며, 정책 리터러시 개념을 도입하여 보다 효과적인 정책 PR의 방향 성을 모색하고자 하였다. 방법 성인 남녀 300명을 대상으로 설문 조사를 실시하였으며, 연구가설과 문제들을 검증하기 위해 구조방정식 모형분석을 진행하였다. 결과 정책 리터러시는 정부의 쌍방향 커뮤니케이션 활동과 조직ᐨ공중 부정 관계성 사이의 연계에 대한 조절 효과 를 발휘하는 것으로 확인되었다. 또한 쌍방향 커뮤니케이션 기반의 정책 PR 활동을 수행할 경우 공중의 조 직에 대한 불만, 불신, 지배통제와 같은 부정적인 관계성 인식이 줄어드는 것을 확인하였으며, 특히 부정 관 계성 요인 중 정부에 대한 ‘불만’이 정책 지지에 가장 큰 영향력을 발휘하였다. 논의 및 결론 본 연구는 다차원적인 정책 리터러시 개념을 적용하여 기존의 PR 연구 영역에서 단순한 정책 이해 정도만을 살피던 것에서 진일보 했다는 점에서 의미가 있다. 즉, 연구에서 확인된 ‘전통적 정책 리터러시’, ‘기능적 정 책 리터러시’, ‘비판적 정책 리터러시’ 요소들의 분석을 통해 보다 효과적인 정책 PR 커뮤니케이션 전략 수립 이 가능할 것으로 기대된다.
