Because the domestic automobile tinting regulation law is not able to catch up between regulation strengthening and deregulation, By the right approach on automobile tinting, this study will provide and criminal response in comparison to foreign examples of tinting regulation, moreover, will provide pedestrians(the mobility handicapped) with establishing a transparent and safe traffic culture. therefore, purpose of this study contribute to making a leap forward to traffic advanced countries. In order to accomplish this, I want to examine the standard regulations of Korean automobile window glass, and to suggest some policy implications related to tinting regulation by comparing and analyzing cases of traffic advanced countries about automobile tinting regulation. Benchmarking the efficient methods of tinting regulation to prevent traffic accidents from developed countries is as follows. First, it is necessary to introduce a differentiated method of dividing into the case of excessive tinting and the case of slight tinting as in the case of the UK. Second, measures should be taken to inspect the violation of tinting regulations at the time of the current automobile inspection. Third, the most effective illegal tinting regulation scheme would be to prevent the construction from occurring. 본 연구는 국내의 자동차 틴팅 규제법이 규제강화와 규제완화 사이에서 갈피를 잡 지 못하고 있는 딜레마상황에서 자동차 틴팅에 관한 올바른 접근법으로 틴팅 규제의 해외사례 비교연구를 하는 것이 목적이다. 이를 통해 교통사고 예방과 범죄대응, 교 통약자인 보행자 및 어린이통학 차량의 안전한 환경을 제공하여 투명하고 안전한 교 통문화의 정착을 통해 교통선진국으로 발돋음 할 수 있도록 하는 것이다. 이를 수행 하기 위해 우리나라 자동차 창유리 암도 기준 법규를 살펴보고, 자동차 틴팅 규제와 관련된 교통선진국의 사례를 비교분석하여 틴팅 규제에 관련하여 정책적 시사점을 제시하고자 한다. 자동차 선진국들로부터 교통사고 예방을 위한 틴팅 규제의 효율화 방안을 벤치마킹하면 다음과 같다. 첫째, 영국과 같이 과도한 틴팅의 경우와 경미한 틴팅의 경우로 나누어 차별적으로 적용하는 방안을 도입할 필요가 있다. 둘째, 현행 자동차 검사 시에 틴팅 규제 위반사항을 함께 검사하도록 하는 조치가 필요하다. 셋 째, 가장 효율적인 불법 틴팅 규제의 방안은 시공되지 않도록 원천적으로 봉쇄하는 방안일 것이다. 넷째, 교통사고예방을 위하여 틴팅 규제 강화를 위하여 현행 범칙금 2만 원을 5만 원까지 올려야 규제의 효과가 나타날 수 있을 것으로 기대된다.
