Recently, public environmental services, such as collection and treatment of domestic wastes, supply of tab water, treatment of domestic wastewater and sewerage, are seemed to be indispensible to the citizen's life, therefore people think that the supply of environmental services is one of important tasks of local government. But local governments have had a lots of problem on the operation of public environmental services due to the deficiency of high technology capacity and management skill, and so on. In order to solve the managerial and technological problems on the operation of public environmental services, local governments have developed public corporation system. Public corporations have taken the task of environmental services instead of the local governments, with the comparatively high level's technological and managerial capacity. However, public corporations also have the risk of failure of efficient supply of environmental services to the citizen due to the stiffness of personal management, deficiency of performance evaluation system. Privatization of local environmental public corporations might be a good countermeasure to inefficiency of their management. In order to the privatization, central and local governments should find suitable fields to the privatization and try to establish the preferable environment for the privatization, instead of coercive privatization measures.
