Under North Korean regime Kim Jung Eun, North Korean defectors are gradually increasing, and North Korean defectors are expanding from ordinary residents to senior officials and diplomats. The Kim Jung Eun regime will not neglect the phenomenon of mass defections that could be a direct cause of the collapse of the regime. Security and police monitoring and control are strengthened, but North Korean defectors can not be completely blocked. One of the ways Kim Jung Eun regime can adopt is very likely to use biologic agents that can easily destroy evidence while impairing group defection. Because chemical agents have proven their power and effectiveness in Iraqi Kurdish genocide and Syrian civil war, they are not only easy to destroy, but they can also be subject to disgrace from the international community. In order to block the use of anti-human biochemical agents by the Kim Jong Eun regime, the contributions of the Republic of Korea should be increased by increasing the contribution of the Chemical Weapons Convention. For North Koreans, ROK should promote the symptoms of pollution by type of biochemical agent, personal protection method using substitute product, and first aid method by folk medicine. It should also have the ability to monitor and punish facilities and professional personnel related to North Korean weapons of mass destruction. It is necessary to form a consensus of the international community to deal with North Korea's CWC and OPCW membership and North Korea's weapons of mass destruction in a comprehensive category with nuclear and missile issues.

북한 김정은 정권 체제 하에서 탈북이 점차적으로 증가추세를 보이고 있으며 탈북 계층도 일반 주민에서 군부의 고위급 간부, 외교관 등 엘리트층으로 확대되고 있다. 김정은 정권은 체제붕괴의 직접적인 원인이 될 수 있는 집단탈북 현상을 방치하지는 않을 것이다. 보안성·보위성·검찰소 조직을 이용한 감시와 통제를 강화하고 있지만 탈북을 완벽하 게 차단하지는 못하고 있는 실정이다. 김정은 정권이 채택할 수 있는 방법 중 하나는 집단탈북을 무력화 시키면서도 증거 인멸 이 용이한 생물학작용제를 사용할 가능성이 매우 높다. 왜냐하면 화학작용제는 이라크의 쿠 르드족 집단학살이나 시리아 내전에서 위력과 효과는 증명되었지만 증거인멸이 쉽지 않을 뿐만 아니라 국제사회로부터의 지탄의 대상이 될 수 있기 때문이다. 김정은 정권의 반인륜적인 생화학작용제 사용을 차단하기 위해서는 화학무기금지기구 분 담금을 증액하여 대한민국의 기여도를 확대하고 북한 주민들에게 생화학작용제 종류별 오염 증상, 대용품을 이용한 개인보호 방법, 민간요법에 의한 응급처치 요령(등)을 홍보해야 한 다. 또한 북한의 화생무기와 관련된 시설과 전문 인력을 감시하고 응징할 수 있는 능력을 보유해야 한다. 북한의 CWC 및 OPCW 가입문제와 북한이 보유하고 있는 화생무기를 핵 과 미사일 문제와 함께 포괄적인 범주에서 다룰 수 있도록 국제사회의 공감대를 형성하여야 한다.
