This paper analyzed the causes of conflict expected during the military integration process between the two Koreas and, in order to do so, the measures to resolve conflicts regarding the military service period, promotion, cloning, and military service between the two Koreas. As a successful example, in the process of military integration between East and West Germany, the United States and West Germany focused on the prevention and settlement of conflict between the two countries, and united the foreign political system by restoring mutual trust. Moreover, West Germany has effectively promoted the division between East and West Germany as a reality, and thus the development and unification of the divided Germany in a multilateral cooperative system, and the long-term methods of conflict prevention and settlement. The Korean Peninsula is in political and military confrontation amid differing ideological and military conflicts, and most of all, a stable and successful military integration must be achieved in promoting unification. Therefore, the purpose of this thesis is to analyze the potential conflicts in the military integration process between East and West Germany and to propose solutions for the possible conflict in the event of military integration on the peninsula.

본 논문은 남북한 군사통합과정에서 예상되는 갈등요인을 분석하고 이를 위해 군사통합 과정에서 야기되는 남북한 복무기간ㆍ진급ㆍ복제ㆍ복무제도에 관한 갈등해소 방안에 대해서 분석하고 작성되었다. 그 성공적인 사례로 동 서독 군사통합과정에서 통일연방군은 서독을 중심으로 양자 간 갈 등의 예방과 타결에 주력하였으며, 상호간 신뢰회복을 통하여 이질적인 정치체제를 하나로 묶는 대내외적 환경을 조성하는데 노력하였다. 또한 서독은 사실상 동 서독 사이의 분단을 현실로 인정하되 현상을 유지시킴으로써 다자간 협력체제 속에서 분단된 독일의 발전과 통 일을 추구한 것이고, 갈등의 예방과 타결이라는 장기적인 관리방법을 통해 추진하게 되었으 며, 이를 통하여 동 서독 사이의 갈등을 완화시키고 상호간 이해와 협력의 폭을 넓혀 나가 결국, 군사통합을 성공적으로 달성하였다. 한반도는 이념과 체제가 다른 갈등 속에서 정치 군사적으로 대립상태에 놓여 있고, 무엇 보다도 통일을 추진하는데 있어서 안정되고 성공적인 군사통합이 이루어져야 한다. 따라서 본 논문의 연구목적은 동 서독의 군사통합 사례를 중심으로 남북한 군사통합 과정에서 예상 되는 갈등요인들을 분석하고 해소방안을 제시함은 물론, 예상되는 갈등요인에 대해서 해결 책을 찾아 한반도 군사통합 시 적용토록 하는데 그 목적이 있다.
