This paper analyzes the implications of the recent inter-Korean and the US-North Korea summit on the denuclearization of North Korea and studies the denuclearization strategy of North Korea. Negotiations on North Korea's denuclearization are made through summit, high-level, and working talks. The implementation after the agreement through negotiation will also proceed through various negotiations in reporting, inspection and verification. Negotiation strategies and considerations are presented in the theoretical review of negotiation theory, denuclearization method, and stage. In reviewing the denuclearization of North Korea, reviewed the denuclearization method and concept of North Korea, including the complete, verifiable and irrevocable nuclear dismantlement (CVID) that has been discussed in the North Korean denuclearization negotiations. In addition, the implications of the case through the case study of foreign nuclear dismantlement were drawn up and applied to the North Korean nuclear dismantlement and denuclearization creatively. Through the implications of the April 27 Panmunjom Declaration of the Third Inter-Korean Summit, which can be considered the first step toward the denuclearization of North Korea, and the analysis of the implications of the North-US summit, sought the complete denuclearization of North Korea. The complete denuclearization plan of North Korea is as follows. First, for the complete denuclearization of North Korea, it is necessary to confirm the authenticity of North Korea's denuclearization, and second, to demand complete denuclearization based on the principle of North Korean nuclear insolvency. Third, we should be careful of excessive hopefulness in the denuclearization of North Korea. North Korea's partial disarmament should be compensated for and it should not happen that it does not achieve denuclearization. Finally, it suggests that the foundation of the ROK-US alliance should not be shaken during the denuclearization process.

본 연구는 제3차 남북정상회담의 ‘4·27 판문점 선언’의 함의와 북·미 정상회담의 ‘6·12 센 토사 선언’의 함의분석을 통해 북한의 완전한 비핵화 방안을 모색하였다. 북한의 비핵화 협 상은 정상회담과 고위급회담, 실무회담 등을 통해 추진된다. 그리고 협상을 통한 합의 이후 에도 신고, 사찰, 검증 등의 이행에 있어서도 추가적으로 다양한 협상을 통해 진행될 것이 다. 협상이론과 비핵화 방식, 단계에 대한 이론적 고찰에는 협상전략과 고려사항을 제시하였 다. 협상에 활용되는 기반요소는 이해, 권리, 실력이며, 협상전술에는 절충, 수용, 협동, 대 결, 회피 등이 있다. 그리고 협상의 성공요소는 시간적인 요소와 가용한 최선의 대안 (BATNA), 최후의 마지노선인 하한선이 있다. 그리고 북한의 비핵화 방식을 고찰함에 있어 기존에 북한의 비핵화 협상에서도 많이 논의되어온 ‘완전하고 검증가능하며 되돌릴 수 없는 핵폐기(CVID)’ 등 북한의 비핵화 방식과 개념, 비핵화 단계를 고찰하였다. 그리고 외국의 핵 폐기 사례 연구를 통해 사례가 주는 시사점을 도출하여 북한의 핵 폐기 와 비핵화에 창의적으로 적용토록 하였다. 함의는 당사국 지도자의 의지가 중요하며, 핵무기 뿐만 아니라 화학, 생물학무기의 폐기로 확장해야 하고, 국제비확산체제 가입과 ‘선 핵 폐기 후 보상’의 원칙 준수, 협력적 위협감소 프로그램 활용 등이다. 북한의 완전한 비핵화 방안은 다음과 같다. 첫째, 북한의 완전한 비핵화를 위해서는 북한 의 비핵화 진정성을 확인하고, 둘째, 북한에게 북핵 불용의 원칙에 입각하여 완전한 비핵화 를 요구해야 한다. 그리고 셋째, 북한의 비핵화가 추진됨에 있어서 과도한 희망적 사고를 경계해야 할 것이며, 넷째. 북한의 부분 핵폐기로 보상만 받고 비핵화를 달성하지 못하는 상황이 발생하지 않도록 해야 할 것이다. 그리고 마지막으로 북한의 비핵화 과정에서 한·미 동맹의 근간이 흔들려서도 곤란할 것이다.
