In today's society, facing unpredictable uncertainties, various types of disasters are emerging, and the damage is growing. The importance of disaster management, such as prevention, preparedness, response and restoration, emerged to minimize damage caused by disasters. Therefore, a careful approach and analysis of the country's disaster management system is required. In this context, most European countries are preparing new countermeasures for a national crisis management that faces the future, and in both practice and theory, they are building a more systematic and efficient national disaster management system. It is virtually impossible to prevent 100% in any particular way, social or natural disasters. Therefore, the issue of how to minimize the damage to the people's lives and property is the most important issue in the country's safety. National disaster management should consist of a comprehensive system, not only at the central or federal level, but in conjunction with individual businesses, local governments and private organizations. The state of national crisis resulting from uncertain future terrorism, disasters, and so forth is unpredictable and extensive in any region, not just in one particular region. That is why it is necessary to establish a comprehensive national crisis management system with a combination of public and private sectors, central and local governments. We know fully from experience that if the national crisis management system fails to operate quickly and organically, there will be unimaginable material property damage and social chaos. The main issue is to analyze the current state of the disaster management system in advanced countries in the United States, Britain and Germany, which have experienced a management system.

예측할 수 없는 불확실성에 직면한 현대사회에서는 다양한 유형의 재난이 발생하 고 있으며, 그 피해 또한 점점 커지고 있다. 재난으로 인해 발생되는 피해를 최소화 하기 위해는 재난의 예방과 대비, 대응, 복구 즉, 재난관리 분야의 중요성이 대두되 고 있다(조민경외 2, 2015: 99). 이에 국가의 재난관리체계에 대한 신중한 접근과 분석이 요구되고 있다. 이러한 맥락에서 대부분의 유럽 국가들은 미래에 직면할 수 있는 국가위기관리에 대한 새로운 대응책을 준비하고 있으며, 실무와 이론 양면에 서 보다 더 체계적이고 효율적인 국가재난관리시스템 구축에 대한 필요성이 그 어느 때 보다 강조되고 있다. 사회적 재난이나 자연재난, 어떤 측면에서든 100%의 예방이라는 것은 사실상 불 가능하다. 따라서 어떻게 하면 발생 빈도를 최대한 줄이고, 혹시나 발생하게 되더라 도 신속하게 대응하는 등 그에 대한 위험에서 국민 생명과 재산의 피해를 최소화할 수 있느냐 하는 쟁점을 국가안전법제에서 가장 중점을 둬야 하는 이유인 것이다. 국가재난관리는 중앙 또는 연방정부의 차원에서 뿐만 아니라 각 기업, 지방정부 및 민간단체 등과 연계하여 종합적인 시스템으로 이뤄져야 한다. 미래의 불확실한 테러 나 재난, 기타 등으로 인하여 발생되는 국가 위기상황은 국지적으로 한 특정지역에서 만 발생하는 것이 아니기에 예측조차 할 수 없이 어느 지역에서든지 광범위하고 또, 동시 다발적으로 일어난다. 그렇기 때문에 공공부문과 민간부문, 중앙과 지방정부가 연계된 종합적인 국가위기관리시스템구축이 필요한 것이다. 신속하고 유기적으로 국 가위기관리시스템이 작동되지 않을 경우는 상상할 수 없는 물질적 재산피해와 사회 적 혼란이 발생한다는 것을 우리는 경험으로 충분히 알고 있는 사실이다. 이에 따라 본론에서는 여러 차례의 위기를 경험하여 체계를 갖추고 있는 미국, 영 국, 독일의 선진국들의 재난관리체계의 실태를 분석하고, 더불어서 국내 재난관리 체계의 현주소와 앞으로 우리의재난관리체계의 구축을 위해서 나아갈 방향에 대한 고찰과 향후 개선 방향에 대하여 생각해 보고자 한다.
