This study examined the incremental changes of the principal employment system in terms of historical new institutionalism and analyzed the reasons why the principal employment system showed a path-dependency from the previous system. To do this, we used Kingdon's policy streams model to examine what kind of the streams of policy problems, alternatives, and politic existed with structural change at each time. The study also analyzed how actors promoted or constrained institutional change when a ‘policy window’ is opened. In addition, we examined how institutional changes were constrained by institutional constraints. The results of this study are as follows. First, ‘structural level of change’ served as a trigger for changes that could reveal problems of the principal employment system that has been accumulated over the years. Second, when a ‘policy window’ is opened, actors with power play an important role in promoting or restricting the change of the system. Third, it is not easy to promote institutional change due to institutional constraints despite the movement to change. Based on these conclusions, this study suggested that the roles and the competencies for principals should be first clarified before discussing the improvement of the principal employment system.

본 연구는 역사적 신제도주의의 관점에서 5.31. 교육개혁 이후 교장임용제도의 점진적인 변화를 고찰하였으며, 큰 틀에서 기존 제도에서 벗어나지 못하는 이유를 분석하였다. 이를 위해 Kingdon의 정책흐름모형을 부분적으로 활용하여, 각 시기마다 어떠한 ‘문제의 흐름’, ‘대안의 흐름’, ‘구조 수준의 변화’와 ‘정치의 흐름’이 있었는지 살펴보았고, 이러한 흐름들이 결합하여 열린 ‘정책의 창’에 행위자들이 어떻게 제도 변화를 촉진 또는 제약하였는지를 분석하였다. 더불어, 제도적 ‘제약’ 요인에 의해 어떻게 제도 변화가 제약되었는지를 살펴보았다. 본 연구의 결과는 다음과 같다. 첫째, ‘구조 수준의 변화’는 그 동안 축척되어 온 교장임용제도의 문제가 드러날 수 있는 변화의 촉발 기제로 작용하였다. 둘째, 제도 변화의 기회로서 ‘정책의 창’이 열렸을 때, 권력자원을 소유하고 있는 ‘행위자’가 교장임용제도의 변화를 촉진 또는 제약하는데 중요한 역할을 수행하였다. 셋째, 교장임용제도의 변화를 추진하려는 움직임에도 불구하고, 제도적 제약 요인으로 인해 제도를 변화시키는 것은 쉽지 않다. 이와 같은 결론을 바탕으로, 교장임용제도 개선에 앞서 오늘날 학교장에게 요구되는 역할과 이를 위해 필요한 ‘역량’이 무엇인지가 먼저 규명되고 합의될 필요가 있음을 제언하였다.
