From 2016, Korea Police Agency has punished 'GapGil' in Korea Police system, the high rank police officer in Chungchung Province ordered the private affairs to low rank police officers and the chief of the police substation talked abusively to subordinates. There were the private vehicle maintenance order and the car wash commands. So Police Agency was reported about the unfair commands, the abuse of authority, insulting the subordinate, the individual errands to low rank police officers through TF-team. However 18 civic organizations recommended the investigation about the sexual crimes and 'GapGil' in the Korea police system. Polnetian and Mugungwha club have insisted the police union foundation and the escape from 'the command and the discipline'. These on-line communities in the police system and the police union foundation demand mean that the need of the communication, trust and moral treatment in the Korea police. So this study tried the survey about the US police social capital such as trust, cooperation, moral treatment and the network by visiting NAPO, IACP, LAPD and other US police stations. Through the comparative analysis between the social capital of Korea police and the US police, this research will show the lack of social capital and the importance of social capital in Korea police system.

충북지역 경찰서 소속 경정이 개인적인 일을 부하에게 시키고 지구대장은 직원들에게 폭언과 무리한 지시로 민원실로 전보되었다. 개인차량 세차와 정비를 지시했다는 글이 SNS에 전파되기도 했다. 경찰청에서는 인권보호담당관실에 ‘ 비인권적 행위 신고 전담팀’을 구성해 부당한 지시, 권한남용, 인격모독, 개인 심부름강요 등 제보 받도록 했다. 경찰내부에서는 여전히 폴네띠앙, 무궁화 클럽 등이 경찰 직장협의회 설립을 요구하며 경찰의 무조건적 상명하복의 틀을 벗어나야 한다고 주장하고 있다. 경찰관들이 자발적 온라인 커뮤니티 안에서 수평적 조직문화와 의사소통, 신뢰정착을 요구하고 경찰노조의 설립을 추진하고 있는 것은 한국 경찰의 소통과 신뢰, 인격적 대우의 필요성을 의미한다. 경찰조직내의 신뢰, 규범, 소통 등으로 대변되는 사회적 자본이 한국 경찰조직 내에서는 빈곤하기 때문에 나타난 현상이라고 할 수 있다. 이에 오랜 기간 자치경찰제를 실시하고 수평적이고 자율적 조직문화를 표명하는 미국경찰조직 내의 신뢰, 소통, 규범 등의 실태를 한국 경찰조직내의 사회적 자본과 비교분석하여 시사점을 도출하고자 한다. 이를 위해 미국경찰노조인 NAPO (National Association of Police Organization)와 IACP(International Association of Chief of Police)등 미국 내 경찰세미나와 LAPD, Gardengrove 경찰서, Dustin경찰서등 미국 내 경찰서를 방문하여 조직 내의 신뢰, 협력, 인격적대우등에 관한 인터뷰 및 설문조사를 실시하였다. 미국경찰 조직 내의 사회적 자본에 대한 비교, 분석을 통해 현재 한국경찰의 조직 내의 불신, 인격적 모독, 부당한 개인적 심부름 등으로 나타난 한국경찰의 현 상황을 객관적으로 파악해보고 경찰조직내의 사회적 자본 대한 중요성 재조명하고자 한다.
