Due to various disasters and accidents, people are very interested in safety. Especially, safety in cities emerged to become the significant part of our life as there are child abduction, street violence with no reason, and murder. To resolve such danger, people began to establish the social safety net, and the fact that the central government has changed the organizational structure to establish social safety net implies that the significance of safety shall be secured. How much responsibility does the government have, and how much shall it be responsible for? President Moon Jae-in stated about unlimited responsibility of the government for safety, but would it be possible for the government to be responsible for all safety? It is difficult for the government to be responsible for all safety. Hence, the matter of responsibility of the government shall be clarified. Moreover, the organic formation of social safety net in various forms shall be confirmed. There are many problems regarding organizational restructuring of the government, insufficient laws and regulations and legislation for development of science and technology. To solve these problems, the firm control tower shall be established, and the organic cooperative system between central government and local governments shall be established as well. At last, the safety system using the CPTED is required. Through the CPTED, safe cities and safe society may be established, and if highly efficient and harmonic social safety net is established using IoT technology, safer society may emerge.

우리는 각종 재난과 사고로 안전에 많은 관심을 가지고 있다. 특히 아이납치, 묻지마 폭행, 살인 등으로 인한 도시에서의 안전은 우리의 삶의 중요한 부분으로 등장하기 시작하였다. 이와 같은 위엄에 대한 것을 해소하기 위해서 우리는 사회적 안전망을 구축하기 시작하였다. 특히 사회적 안전망의 구축을 위해서 중앙정부의 조직개편까지 이루어졌다는 것은 안전의 중요성을 담보할 필요가 있다는 것이다. 그럼 안전에 대한 국가는 얼마나 책임을 지며, 어떠한 책임을 져야 하는가? 문재인 대통령은 안전에 대해서 국가의 무한책임을 이야기 했으나, 모든 안전을 국가가 책임질 수 있는가? 생각건대 모든 안전에 대해서 국가가 책임을 진다는 것은 어렵다. 따라서 국가의 책임소재가 명확해야 할 필요가 있다. 그리고 현재 다양하게 구성되어 있는 안전을 위한 사회적 안전망의 유기적인 형성을 확인해야 할 것이다. 정부조직개편, 과학기술의 발달에 따른 입법미비, 유기적인 협력체계 등의 다양한 문제가 발생하고 있다. 이들의 문제를 해결하기 위해서 흔들리지 않는 컨트롤타워 구축, 중앙정부와 지방정부의 유기적 협력체계구축 등이 모색되어야 할 것이다. 마지막은 CPTED를 활용한 안전시스템 구축이 필요하다. CPTED를 통한 안전한 도시, 안전한 사회를 구축할 수 있으며, 이와 더불어 IoT 기술을 활용한 조화롭고 효율성 높은 사회적 안전망을 구축한다면 보다 안전한 사회가 될 수 있을 것이다.
