Today, health is being treated as a public good in terms of health security, and therefore, development partners and philanthropic institutions as well as tradition health-related actors become more influential in health governance. Also, the ICT industry in the 4th industrial revolution contributes to health governance to achieve universal healthcare. In the current development process of inter-Korean relations, inter-Korean health cooperation should be transformed from unilateral and benevolent aid to mutual and sustainable cooperation. And to do so, it is desirable to combine the concept of health security with the ICT industry. North Korea’s indigenous infectious diseases and possible diseases and disasters caused by climate change can pose serious threats to health security of the Korean peninsula. To counter such threats, this paper proposes that the concept of eHealth governance using ICT industry should be applied to the Inter-Korean health cooperation, and that interactive, sustainable and reciprocal health cooperative business items should be identified.

오늘날 보건은 공공재로서 보건안보의 차원에서 접근되고 있으며, 이를 다루기 위한 보건 거버넌스에서 도 보건의료 분야뿐만 아니라 개발협력기구, 자선재단 등의 영향력이 커지고 있다. 또한 4차 산업혁명 시대 첨단 ICT 기술을 활용한 보건 거버넌스는 보편적 보건의료를 향한 인류의 노력에 크게 기여하고 있다. 이러 한 맥락 속에서 본 논문은 한반도 정세의 긍정적 변화를 대비하여 대북 보건협력 거버넌스도 기존의 일방 적, 시혜적 성격의 보건지원에서 벗어나 다양한 위협요인을 고려한 보건안보 개념와 4차 산업혁명 시대 첨 단기술을 결합해야 한다고 주장한다. 특히 북한의 토착 전염병 전파와 한반도 온난화로 인한 새로운 질병 발발과 각종 재해 가능성 등 보건안보의 위협에 대비하여 ICT 기술을 활용한 e헬스 거버넌스를 대북 보건 협력에 적용하여 쌍방향적이고 지속가능하며 상호호혜적인 보건협력 사업 아이템을 발굴해야 한다. 본 논 문은 원격진료, 전염병 핫라인, 대북질병감시체제, 한반도 질병지도, 고부가가치 사업 협력, 환경변화 공동 대응 등의 아이템을 제시하고 있다.
