Japanese society has aged at unprecedented speeds which we do not see in other countries, and the number of elderly people who need nursing care (support) has also been increasing year by year. In addition, internationally, perceptions of the disabled has changed, and the realization that coexisting in society is required under the idea that "disabilities are created by society". Thus, viewing the changes in the population structure and the social background, realization of “universal tourism” where anyone can participate without hesitation regardless of age or disability is highly in demand. This study focuses on "packaged tours of both the able-bodied healthy and the disabled", then firstly try to clarify problems while referring to "complaints from inconsiderate customers" which is listed as a challenge of universal tourism in our earlier study. Likewise, we clarified what concrete problems existed among the three relationships – abled-bodied people, persons with disabilities, and travel companies. Secondly, for surface problems, we considered, based on the concept of social exclusion and inclusion, and indicated the direction towards solving the problems. As a result, it was revealed that there would be a negative loop among the three relationships. We found that there was a dissociation between conventional social systems based on the able-bodied (travel service created on the basis of able-bodied people) and the paradigm shift of social inclusion of disabled people (movement to promote travel for those with disabilities). And finally the accommodation side (travel agencies and able-bodied travelers) also came to conclusion that they could not deal with this, which was considered as the root cause of this negative loop in the end. In conclusion, we suggested that it was necessary to consider how to fill the dissociation to solve the problems, and also to realize universal tourism, paying close attention is required in order not to cast it away without proper support.

本稿は、「健常者と障害のある人が混在する募集型企画旅行」に焦点を当て、第１ に、先行研究でユニバーサルツーリズムの課題としてあげられている「理解のないお客 様からのクレーム」を中心に、健常者・障害のある人・旅行会社の3者の関係性の中か ら、具体的にどのような問題があるのかについて探索的に明らかにした。第2に、明らか になった問題について、社会的排除と社会的包摂の概念を基に考察を行い、課題解決に 向けた方向性を示唆した。 その結果、健常者と障害のある人が混在する募集型企画旅行では、健常者・障害のあ る人・旅行会社の3者間における負のサイクルがあることが明らかになった。この負のサ イクルは、従来からの健常者を基準とした社会システム（健常者を基準に造成された旅 行商品）と障害のある人の社会的包摂というパラダイムの転換（障害のある人などの旅 行を促進しようとする動き）との間に乖離があり、受け入れ側（旅行会社や健常の旅行 者）も対応しきれていないことが根本的原因であることが考察された。したがって、課 題解決には、この乖離をどのようにして埋めるかを検討する必要があり、ユニバーサル ツーリズムの実現のためには、適切な支援のない投棄にならにように注意する必要があ ることを示唆した。
