The Japanese government has strengthened tourism policy, and its number has been growing dramatically since 2013. With the prospect of an increase in the number of foreign tourists visiting Japan ahead of the Tokyo Olympic Games in 2020, the goal of the government has been revised upwards. We achieved our original goal for 2020 in 2016 and doubled its target. Due to the rapid increase of visiting foreigners, the lack of preparation at the receiving side became apparent, leading to delays in legislative provision of sharing services, including lack of accommodation facilities. Such trends are no exception in Okinawa Prefecture. In this study, Taiwan, the number of tourists most visited by foreign tourists visiting Okinawa, was taken as a case example, and the current situation of foreign travelers visiting Japan, which are increasing more and more in the future, is overlooked and the subjects are clarified. As a result, the secondary traffic infrastructure has not kept pace, thus increasing the rental car utilization rate, especially the repeater layer, and increasing the probability of congestion and accidents. It was considered that there was a case that the accommodation might become too expensive due to tight accommodation demand. We suggest that it is important to solve those problems in order to accept increasingly more foreign travelers to Japan.

日本政府により観光政策強化が図られ，2013年よりその数は飛躍的に伸びている。 2020年の東京オリンピックを控え訪日外国旅行者数の増大が見込まれる中，政府の目標 も上方修正されている。当初の2020年度の目標を2016年に達成し、その目標値を倍増さ せた。訪日外国人の急激な増加により，受け入れ側の準備不足が顕在化し，宿泊施設の 不足を筆頭にシェアリングサービスの法整備の遅れなどを招いている。このような動向 は沖縄県においても例外ではない。本研究では訪沖縄外国人旅行者の中で一番旅行者数 が多い台湾を事例とし，今後も益々増加していく訪日外国人旅行者の現状を俯瞰すると ともに，課題を明らかにした。 その結果，２次交通のインフラが追いついていないこと，その為にリピーター層を中 心にレンタカーの利用率が増加し，渋滞や事故の確率が高まること。逼迫した宿泊需要 により宿泊が高額になる過ぎる場合があることが課題としてあることが考察された。 今後、益々増加する訪日外国旅行者の受け入れを行う為にそれらの課題を解決するこ とが重要であることを示唆した。
