This paper explores what kind of self-governing police system that the new government has set as a national task should be introduced, and what challenges must be overcome to implement a successful self-governing police system. Based on this, this paper intends to envisage the introduction model of 'self-governing police system' that can be introduced at the present stage. Above all, it should be a model that responds to the purpose of the self-governing police system, which is to provide police services in accordance with local decentralization and local characteristics of police. In addition, it should be a model that can prevent the weakening of the police forces and eliminate the side effects caused by the rapid introduction of the system. In this regard, we paid attention to the model of the Police Reform Plan in 1999, which absorbs the advantages and complements the disadvantages of the model of the Police Reform Committee and the proposal of the Seoul Metropolitan Government. Based on this, a new model that is feasible at this present stage is presented. There is a challenge to successfully introduce this model. First, there should be no public concern about security concerns due to changes in the police system. Second, the public understanding and consensus on the validity of this model should be established. Third, it is necessary to lead the cooperation of the police.

이 글은 현 정부의 광역단위 자치경찰제 도입이라는 국정과제를 실현하기 위한 방안 으로 ‘어떠한 자치경찰제인가?’의 물음에 대한 고민을 통해 자치경찰제 도입의 방향과 과제를 짚어보고, 현 단계에서 ‘도입가능한’ 자치경찰제 도입 모델을 구상해보고자 한다. 현 단계에서 도입가능한 자치경찰제는 무엇보다도 경찰의 지방분권화와 지역특성에 부합하는 치안서비스 제공이라는 자치경찰제의 취지에 부응하는 모델이어야 한다. 또 한 치안력 약화를 방지하면서도 급격한 제도 도입에 따른 부작용을 해소할 수 있는 모 델이어야 한다. 이러한 점을 고려하여 현 단계에서 논의의 가치가 있는 모델로 경찰개 혁위원회의 모델과 서울시 건의안의 장점을 흡수하고 단점을 보완하는 1999년 경찰청 시안을 주목하였다. 이 모델을 성공적으로 도입하기 위해서는 넘어야 할 과제가 있다. 첫째, 경찰체제의 변동에 따른 치안공백 등에 대한 국민적 우려가 없도록 해야 한다. 둘째, 이 모델 도입 의 타당성에 대한 국민적 이해와 공감대를 형성하여야 한다. 셋째, 자치경찰제 도입의 직접적 이해당사자인 경찰의 협력을 끌어내야 한다.
