The study examined the problem by comparing the Local Municipal Police System of the Local Municipal Police model proposed by the Police Reform Committee to the Government of the Local Municipal Police in 2019, one of the national challenges of the ROK-Japan Governmental administration, and sought the direction of the establishment of the desirable ROK Local Municipal Police system. The issues analyzed in this study include reforms that overlooked the organizational sentiment of Korea, the practical limits of police ideology, the lack of control and accountability ㆍ the participation of residents, the reduction of efficiency in budget execution due to duplication of national budgets, and the potential for a decrease in total policing capability. With this analysis, the study should be a model for the establishment of the ROK Local Municipal Police system in the future, given the reality of a nationality in relation to the model of autonomous police, which can simultaneously aim at the police's democratic and legitimacy, service and professionalism. Second, with respect to the Local Municipal Police unit embodiment, the actual execution of the local police affairs as a wide area, the form is preferably formed in the basic government. Third, the administrative form of the local police is preferable for the exclusion of political interference, or the Council of government committees agreed for civil security. In addition, the model of the Korean Local Municipal Police system is the introduction of an integrated Local Municipal Police model. In other words, the introduction of a wide-area police agency, the office of the local police department, except for the affairs of the National Office of the Local Municipal Police affairs, and to handle the division of cooperation between the national authority and the local government and support work, a re-allocation of the national police's budget to ensure that the reassigned budget of the municipal office is treated as a special grant in the Central government police Organization to establish a financial security measure. Finally, the researcher suggested that the local policing organization of the current National police as a model of the Korean Local Municipal Police system was changed to belong to the local government of a wide area.

이 연구는 문재인 정부의 국정과제 중 하나인 자치경찰제 2019년 전면 시범실시를 앞두고, 경찰청 경찰개혁위원회에서 제시한 자치경찰모델의 분석과 권력기관 개편안의 자치경찰제도 안을 비교하여 문제점을 살펴보고 향후 바람직한 한국자치경찰제도의 정 립방향을 모색하였다. 이 연구에서 분석한 문제점으로는 한국의 조직적 정서면을 간과한 제도개혁, 경찰이 념의 실천적 한계, 주민참여ㆍ통제와 책임성확보의 미흡, 국가예산의 중복으로 인한 예 산집행의 효율성 저하, 총체적인 치안역량의 저하가능성이다. 이러한 문제점 분석을 통해 이 연구에서는 향후 한국자치경찰제도의 정립방향으로 첫째, 자치경찰제 모형과 관련해서는 한국적 현실을 감안할 때 경찰의 민주성과 합법 성, 봉사성과 전문성 등을 동시에 지향할 수 있는 모델이 되어야 한다. 둘째, 자치경찰 제 실시 단위와 관련해서는, 지방경찰 사무의 소속을 광역으로 하면서 실제 집행은 기초자치단체에서 이루어지는 형식이 바람직하다. 셋째, 지방경찰의 관리형태는 정치적 간섭을 배제하기 위하여, 또는 민생치안을 위하여 합의제 관청형 위원회가 바람직하다. 또한, 한국자치경찰제도의 모델로는 통합적 자치경찰모형 도입이다. 즉, 광역단위 자 치경찰제의 도입, 현행 지방경찰기관에서 하는 업무 중 국가사무를 제외하고는 자치경 찰업무가 되면서 국가 위임업무와 자치체간의 협조 및 응원 업무를 구분하여 처리하도 록하는 사무배분, 국가경찰의 예산을 재조정하여 지방청 단위의 재배정된 예산을 중앙에서 치안특별교부금으로 처리되도록 하는 자치경찰조직의 재정확보방안의 확립이다. 최종적으로 본 연구자는 한국자치경찰제도 모델로서 현재의 국가경찰의 지방치안조직을 그대로 광역단위의 지방자치단체로 소속변경을 하여 자치경찰화 할 것을 제안하였다.
