Today, Korea is in a lot of change. In terms of demographic structure, the population is slightly different from the existing population due to aging, increase in single-person households and multi-cultural families, and migration of foreign workers. In addition, income inequality has intensified due to economic growth slowdown and unemployment rate, and social polarization has become prominent. In the science and technology sector, the convergence phenomenon is rapidly changing due to the fourth industrial revolution, expansion of virtual space, rapid development of ICT, and development of new technologies. The purpose of this study is to propose the problem of police reform that can solve crime and safety problems on a macroscopic level. This is summarized as follows. First, in this study proposes readjusting of investigation power between the police and the prosecution. The readjusting of investigative power between the prosecution and the police depends on the degree of independence of the investigation process at the police investigation stage. Therefore, the prosecutor is responsible for the prosecution, and the police should be authorized to take charge of the investigation. Second, the field-oriented policing manpower operation and police officers' efforts to promote morale are desired. The rational allocation of police personnel should be made in the area where the field work is most at the closest point to the people. Third, it is necessary to establish mutual cooperation partnership between police and private security guards. It is necessary to recognize these relationships as mutually cooperative partnerships, and to utilize various mutually beneficial mechanisms such as periodic joint meetings, round-table meetings, and joint patrols. In addition, communication with local communities and policing of cooperation are required. Finally, it is necessary to introduce an self-governing police system and a licensed private investigation system in the level of public security.

현재 대한민국은 많은 변화 속에 놓여 있다. 인구 구조적 측면에서는 저출산 고령화 와 1인 가구 수의 증가, 다문화 가정 및 외국인 노동자들의 유입으로 기존 인구측면과 다소 다른 양상을 보이고 있다. 또한, 경제성장 둔화와 실업률 증가로 소득 불균형 현상 이 심화되고, 이로 인해 사회 양극화 현상도 두드러지게 나타나고 있다. 아울러 4차 산 업혁명과 함께 가상공간의 확대, ICT의 급속한 발전, 신기술 개발로 기술간 융합 현상 이 하루가 다르게 변화하고 있다. 본 연구는 이러한 환경변화 속에서 범죄 및 안전문제를 해결할 수 있는 경찰개혁의 과제를 거시적 차원에서 제시하고자 하였다. 이를 요약하면 다음과 같다. 첫째, 본 연구에서는 무엇보다 먼저 검경수사권 조정을 제안하였다. 검경수사권 조 정은 경찰 수사단계에서 어느 정도 독립된 수사 절차를 보장할 것인가에 달려있다고 할 수 있다. 검사는 기소, 경찰은 수사라는 독자적 수사권을 부여하여 국민주권시대에 걸맞은 권력기관 재편이 이루어져야 할 것이다. 둘째, 현장중심 치안인력 운영과 경찰공무원 사기진작 노력이 요망된다. 경찰인력의 합리적 배분은 국민과의 최접점에서 가장 많은 현장근무가 이루어지는 영역에 할당할 필요가 있다. 셋째, 경찰과 민간경비간의 상호 협력적 파트너십 구축이 필요하다. 이들의 관계를 상호 협력적 파트너십 관계로 인식하고, 주기적 합동회의나 간담회, 그리고 공동순찰등과 같은 다양한 상생기제를 활용할 필요가 있다. 아울러 지역사회와의 소통과 협력치 안이 요구된다. 끝으로, 민생치안 차원에서 자치경찰제와 공인탐정 제도의 도입이 필요하다.
