This paper aims to examine an effect of the ethical level of police officers that are highly required to be upright on corruption perception according to paternalism culture. Generally, the ethical level of individuals is affected by an organizational culture and highly likely to change perception toward corruption, and hence, it has a purpose to verify it. The study was completed based on information collected by a survey of current police officers. The ethics of the police officers that are highly required to be honest plays a significant role to the officers. Thus, the police officers tend to have a high level of ethics when they are first hired due to the characteristics of the police profession requiring a high sense of ethics. However, under the assumption that paternalism overflowed within an organization might affect the ethical level of police officers and change the perception toward corruption, a result of the confirmation on actual hypotheses formulated by a survey of current police officers showed the following details. It was suggested that the higher a sense of ethics of individual police officers was, the more they had a negative recognition on corruption, and there was no correlation between individuals’ ethical level and paternalism. However, as a result of an examination on the effect of the ethical level on the recognition by setting up paternalism as a mediating factor, two factors affected the perception toward corruption.

이 연구는 일반직 공무원에 비해 청렴이 강조되는 경찰관의 윤리의식 수준이 온정 주의에 따라 부패인식에 미치는 영향을 살펴보고자 하는 것이 목적으로 연구의 완성도 를 높이기 위해 위하여 현직 경찰관 대상 설문을 통하여 수집된 자료를 바탕으로 연구 를 진행하였다. 경찰의 윤리의식은 청렴성이 강조되는 경찰조직에 중요한 역할을 하는 것으로 높은 윤리의식을 요구하는 경찰 직업의 특성상 채용 당시부터 특별한 윤리수준 을 요구하고 있는 편이다. 그러나 조직 내 부패에 호의적인 온정주의가 부패에 대한 인 식을 바꿔놓을 것이라는 가정 하에 현직 경찰관을 대상으로 실시한 설문조사를 분석하 니 다음과 같은 결과를 도출하였다. 경찰관 개인의 윤리수준이 높을수록 부패에 대하여 부정적인 인식을 하는 것으로 나타났으며, 개인의 윤리수준과 온정주의는 아무런 상관 이 없는 것으로 나타났다. 그러나, 경찰관 개인의 윤리수준이 온정주의를 매개요인으로 설정하여 미치는 영향을 살펴본 결과, 두 요인 모두 부패에 대한 인식에 영향을 미치는 것으로 나타났다.
