While reduction in school age population is being expected, a series of university policies -university financial support project, university structural reform, university basic capacity diagnosis, and so on- intensify the qualitative gap among universities. Meanwhile, local universities are always neglected in financial support and enrollment cuts in comparison with capital region universities. Local universities won’t function properly if the existing university policies continue. Accordingly, this research analyzes and examines the problems with university polices in terms of local and aims to find desirable policies plan. The improvement plan is following: 1) Financial support project needs to be changed into universal form. It means local universities should be promoted by 'public-private universities'. 2) In terms of enrollment cuts, capital region universities should take a step first, and whole universities need to share the burden depending on their scale. 3) Establish ‘core national university’ network and spread it to ‘public managing private university’. By this process, local universities could be improved qualitatively. 4) Decentralization in the process of establishing public-private universities to let local governments have their jurisdiction. The point of these solutions is to solve inequality of education opportunity, and to stabilize local higher education.

학령인구 감소가 진행되는 가운데 정부 주도로 추진해 온 대학재정지원사업, 대학구조개혁 및 대학기본역량진단 등 일련의 대학정책은 대학 간의 부익부 빈익빈과 서열화를 심화시키고 있다. 이러한 가운데 지방대학은 재정지원과 입학정원 감축조치에서 항상 수도권 소재 대학에 밀려온 것으로 나타났다. 현행 대학정책이 지속된다면 지방대학의 몰락은 불가피할 것으로 예상된다. 이에 따라 본 연구는 지역의 관점에서 대학정책에 대한 문제점을 분석‧검토하고 바람직한 대학정책 방안을 찾는데 목적을 두었다. 개선방안으로 다음과 같이 제안하였다. 1) 대학지원재정을 보편적으로 지원하는 형태로 전환할 필요가 있다. 사립대학의 공영화를 통하여 지방대학을 육성하자는 것이다. 2) 대학입학 정원을 감축함에 있어서 기존의 방식을 폐지하고 수도권 대학에서 먼저 감축하고 규모별로 전국 모든 대학이 고통을 분담할 필요가 있다. 3) 거점 국립대학의 네트워크를 구축하고 공영형 사립대학으로까지 네트워크를 확산시켜 지방대학의 질적 향상을 도모할 필요가 있다. 그리고 4) 지방 사립대학의 공영화 과정에서 지방정부에게 관할권을 갖도록 하는 지방분권화의 추진이다. 이 같은 제안의 핵심은 교육기회의 불평등을 해소하고 지방 고등교육의 안정화를 꾀하자는 것이다.
