In recent years, growing number of local government as well as national government pay attention to development of jobs and earnings for their residents. This research aims to find out which policy programs indicate more significant impact on creation of both quality jobs paying moderate wages and new jobs for young laborers. Analysis result shows such programs as technology development assistance, assistance for technological difficulties of firms and business development assistance produce positive impact on creation of jobs. In contrast, such programs as education and training of laborers, development of local business assistance centers and package assistance of various programs produce insignificant or limited impacts on creation of jobs. In the perspective of industries, we can expect significant policy impact in local basic industries such as mechanical engineering and machine tool industry of Gyeongnam region while finding little impacts in remaining future and traditional industries.

오늘날 일자리와 소득 창출은 중앙정부뿐만 아니라 지방자치단체의 최대 정책 관심사로 떠오르고 있다. 본 연구는 경상남도 지역산업지원사업을 사례로 기업에 대한 정부지원 프로그램 가운데 어떤 프로그램이 양질의 일자리 창출에 유의한 영향을 미치며 나아가 청년층을 위한 신규 일자리 창출에도 유의한 지를 분석해 보았다. 분석 결과 기술개발지원과 애로기술지원 그리고 사업화지원 등이 고용창출에 긍정적 영향을 미치는 것으로 나타났다. 이에 반해 인력양성지원이나 기반구축지원, 여러 사업을 함께 묶은 패키지지원 등은 고용에 유의한 영향을 미치지 못하거나 영향이 제한적인 것을 알 수 있다. 지원업종별 정책영향의 분석결과를 보면 지역의 미래유망업종이나 전통제조업분야 기업보다는 주력산업분야 기업에 대한 기술개발지원과 애로기술지원 그리고 사업화지원이 고용창출에 보다 효과적임을 알 수 있다.
